Public Security Secretary, Ualame Machado: "Everything was planned months in advance for greater security"

The Government of Pará, through the Public Security and Social Defense Secretariat (Segup), in partnership with other agencies of the Public Security System (Sieds), presents the security, logistics, and assistance actions developed through the "Círio 2025" Operation. This year, more than 12,000 public agents will be gathered to ensure greater security for tourists and pilgrims attending the largest religious manifestation in the country, the Círio de Nazaré.

The "Círio 2025" Operation aims to ensure greater security and tranquility for the people of Pará and tourists who follow the programs and processions involving the Círio de Nazaré in the streets. The operation is one of the largest conducted by the Security System. This year, it mobilizes 12,240 security agents from state, municipal, and federal levels, in addition to 892 vehicles. The actions begin this Tuesday (6) and continue until October 29.

"This is one of the largest public security operations, integrating a set of actions with federal and municipal agencies, as well as health and assistance agencies so that all pilgrims, tourists, and the population of Belém can enjoy this moment of faith and festivity in Pará. There are more than 12,000 agents acting during this Nazarene period and especially in the main processions involving the Nazaré festivity. Everything was planned months in advance so that everyone can safely enjoy the pilgrimages, events, and the entire Círio program," emphasized the Secretary of Public Security and Social Defense, Ualame Machado.

Segup has the services of the Integrated Command and Control Center (CICC), from where it is possible to monitor strategic locations

Events and processions

A total of 28 events, including religious, artistic, and cultural, are scheduled to take place this year during the Nazarene period. Among them, 14 processions, 9 masses related to the Círio, and 5 artistic cultural events, such as the Festa da Chiquita, the Arraial do Pavulagem parade, the Meeting of Drums, and the Auto do Círio.

The security teams will also be present in the action to assist the "Pilgrims of Nazaré," in support of the Festival Directorate. At these moments, security forces will be present both on the BR-316 highway and on the Alça Viária, providing assistance, security, and logistics to the faithful arriving in the capital, Belém, walking or cycling to the Basilica of Nazaré.

The action will have 28 support posts, where food, hydration, medical assistance will be provided, and in some locations, accommodations will be offered to the pilgrims. "Since this Monday, the 6th, our teams will be on standby at the support points for the Pilgrims of Nazaré, assisting and ensuring the safety of those fulfilling their promises, walking along the PAs, BR-316, and Alça Viária. The pilgrims will be able to count on the support of public security that will operate until October 11 in these locations so that they can make this journey more safely," said the head of Segup.

Operations coordinator of Detran, Ivan Feitosa, will also be leading the work alongside other partner agencies

Security and monitoring actions

The security and logistics actions coordinated by Segup will carry out ostensive and preventive policing, both on the streets where the main processions take place and in the surrounding areas where there is a higher concentration of people. The teams will also be conducting river and aerial patrols, through agents from the Public Security River and Aerial Group.

Security agents will also be distributed at observation points along the transfers, as well as with teams monitoring the use of electronic ankle bracelets, in the search and capture of fugitives from justice.

The Mobile Integrated Command and Control Center (CICCM) of public security will be installed on Travessa Quintino Bocaiúva, in the "Largo do Redondo," to monitor the main processions of the Círio. The integrated teams will be tracking the movement of the pilgrims in real-time through video monitoring cameras.

This year, in addition to providing public service and recording occurrences, lost and misplaced items and documents can also be taken to the Mobile CICC to be forwarded to the Metropolitan Police Directorate, Block C, 2nd floor, located in the building of the General Civil Police Delegacy, on Avenida Governador Magalhães Barata, from Monday to Friday starting at 8 am.

At the Integrated Command and Control Center (CICC), located at the Segup headquarters on Av. Almirante Barrosos, the teams will also be gathered, monitoring the more than 60 cameras installed along the route of the main processions. The goal is to gather and integrate security forces and other partner agencies to expedite any occurrences, aiming for the safety of all.

The Military Fire Department will also have its mobile service unit, which will be located near the Teatro da Paz, in Praça da República. The teams will be providing urgent and emergency care, support for lost children, and general assistance to the population.

Fluvial Círio and Extraction Points

During the Fluvial Círio, security teams will also be present, supporting the Brazilian Navy, conducting patrols and inspecting vessels to ensure that crews follow the flow of the pilgrimage smoothly. The river route will once again have extraction points to assist vessels in case of emergencies or eventualities that may occur during the transfer. The points will also have ambulances and urgent and emergency care for cases where transportation to the hospital is necessary.

Control and inspection at the Moto Romaria

Security teams will also be present for the inspection and screening of motorcycles participating in the procession on Saturday morning (11). The Civil Police and the State Traffic Department (Detran) teams will inspect mandatory safety equipment and screen the motorcycles that will participate in the procession. The public security arch will be located at the beginning of Av. Marechal Hermes with Av. Visconde de Souza Franco, where the concentration of pilgrims will take place.

Fixed security points

20 observation points will also be installed along the routes of the main pilgrimages; along the avenues where the Trasladação and Círio processions take place. At these points, Military Police and Military Fire Department agents will be observing the movement and responding to emergencies and occurrences for the benefit of the population.

Blocking points

This year, more than 60 blocking points are being inspected, especially on the routes of the main processions. However, on Saturday (11), after the passage of the Moto Romaria, the Rui Barbosa and Benjamin Constant streets will be open for people to cross Avenida Nazaré with vehicles, as well as Gaspar Viana and Oswaldo Cruz streets to cross Avenida Presidente Vargas, and finally Gama Abreu street which will provide access to Avenida Serzedelo Correa. The roads will be open until the beginning of the Trasladação.

The blocking points on the roads will also have the support of municipal agents from Marituba and Ananindeua, in addition to the State Secretariat of Penitentiary Administration (Seap) and other state security agencies.

Integration

The operation will bring together agents from the Military, Civil, and Scientific Police, Military Fire Department, State Traffic Department (Detran), Penitentiary Administration Secretariat (Seap), Aerial and River Security Groups, State Health Secretariat (Sesp), as well as partner agencies from municipal and federal levels.
