The State Secretariat of Penitentiary Administration (Seap) took another step in the interiorization of qualification actions with the realization of the first class of the Standardization of Operational Procedures Course (CPPO) in Santarém, western Pará. The initiative benefited 37 servers from the prison system, including three from the municipality of Itaituba, with training provided by the School of Penitentiary Administration (EAP).

In addition to the CPPO, the EAP also offered the Digital Tools and Official Document Preparation Course (CFDOC), aimed at the administrative servers of the Santarém penitentiary complex. This measure meets the guideline of Secretary Marco Antonio Sirotheau Corrêa Rodrigues to expand the qualification of teams in all regions of the State.

"This CPPO class in Santarém is already the fulfillment of a determination from the secretary. We are preparing to bring other courses to the interior as well. The CFDOC, for example, serves administrative staff who deal with records and processes daily," explained EAP director Paulo Cunha.

Expanding interiorization

This is the second CPPO class promoted by the EAP in 2025. The first was held in the Metropolitan Region of Belém, at the Center for Specialized Instructions (Ciesp), in Santa Izabel. In Santarém, the CFDOC corresponds to the sixth class already offered by the School this year.

"The training focuses on revisiting the manual of operational procedures and qualifying administrative teams. Seap has been dedicated to serving all professional categories, promoting an increasingly qualified performance of the penal police in Pará," reinforced Paulo Cunha.

The coordinator of Education in Penal Services at EAP, Elisioneide Rodrigues, attended the training in person and taught classes in Santarém. She highlighted the commitment of the local team to enable the participation of servers without compromising the custody routine.

Positive results and recognition

Penal police officer Jefferson Cardoso Maciel, director of the Santarém Penitentiary Complex, assessed that the CPPO will have direct impacts on improving operational routines and ensuring the rights of people deprived of liberty.

"The course will positively impact all assistance provided in the system: health, education, religion, among others. The State has reached a historic milestone, combining prison control with social reintegration, focusing on the harmonious reintegration of people deprived of liberty," he stated.

For the director of the UCR of Itaituba, Sara Cristina Alves de Castro, the realization of the CPPO in the interior represents an advance in the standardization of procedures throughout the Pará penal system.

"This is one of the secretary's priorities: that all units move in a single direction, with technique, standardization, and professional behavior. This has a direct impact on internal discipline and the behavior of those in custody," he stated.

Training more prepared professionals

According to Paulo Cunha, the engagement of servers in the training demonstrates the commitment to the professionalization of the category. "Being in the classroom, revisiting knowledge and improving skills, makes our professionals more prepared, strengthening Seap's performance throughout Pará," he concluded.
