Meeting reinforces progress towards the creation of the Regional Governance Instance of the Tourist Region of Belém

The creation of the IGR is considered a milestone in structuring an integrated policy for tourism in the metropolitan region, promoting dialogue between different sectors and strengthening decentralized management.

Meeting at Setur brought together representatives to advance the construction of the Tourist Governance Instance of Belém

The consolidation of the Regional Governance Instance (IGR) of the Tourist Region of Belém took a decisive step with the holding of a strategic meeting on Wednesday (16), promoted by the State Secretariat of Tourism of Pará (Setur), in partnership with Sebrae/PA, through the Metropolitan Agency. This action integrates the guidelines of the Tourism Regionalization Program (PRT), coordinated nationally by the Ministry of Tourism.

The meeting included representatives from municipal tourism secretariats, civil society organizations, and the tourism trade, and aimed to align the structuring of the governance model, define roles and responsibilities of those involved, and establish the next steps for the officialization of the instance.

The creation of the IGR is considered a milestone in structuring an integrated policy for tourism in the metropolitan region, promoting dialogue between different sectors and strengthening decentralized management. “The IGR is a strategic space for strengthening tourism management, as it allows for qualified technical debate among all local actors. It is through it that we will build integrated actions, aligned with the needs and potentialities of the territory, promoting the development of the tourist region as a whole,” highlighted Cleber Gomes, a tourism expert from Setur and state interlocutor of the Tourism Regionalization Program.

The initiative aims to ensure that the municipalities involved remain active on the Brazilian Tourism Map, expanding access to public policies and resources aimed at promoting tourism activities. The regional governance model also contributes to the appreciation of local identities, job and income generation, and strengthening tourism as a vector of economic development.

According to the analyst from the institution working on the Sebrae for Tourism project, Norma Souza, the institution is a catalyst for promoting small businesses. “The IGR of the Metropolitan Region strengthens governance and aligns with a whole set of public policies for the territorial development of tourism actions capable of boosting the socioeconomic growth and innovation and sustainability of local small businesses,” she states.

Advances in the regionalization process

The work of Setur in strengthening tourism governance is advancing throughout the Pará territory. In addition to the Tourist Region of Belém, other regions such as Guamá, Xingu, Carajás, Tucuruí Lake, Forests and Fields of Marajó, and Tocantins are also in the process of articulating the institutionalization of their IGRs.

In July, the State celebrated the formalization of the first instance recognized by the Ministry of Tourism: the Regional Tourist Development Association of Tapajós (ADTUR), which will act as the IGR of the Tourist Region of Alto Tapajós. This achievement represents a significant advance for the shared management model in the state.

Setur continuously monitors all phases of the process of creating the instances, in accordance with Ordinance No. 9, of April 2025, which regulates the Tourism Regionalization Program. The technical support ensures the legality, effectiveness, and sustainability of the IGRs, promoting a conducive environment for the institutional strengthening of regionalized tourism.
