Pará registers a 43.9% reduction in homicides since 2018, according to data from the Violence Atlas 2025

The reduction keeps Pará as the 4th state in the country with the largest decrease in the number of homicides between 2018 and 2023

Pará has shown significant reductions in homicide indicators for at least six years according to data released by the Violence Atlas 2025, which analyzes data compiled up to the year 2023. According to the study, conducted through a partnership between the Brazilian Forum on Public Security and the Institute of Applied Economic Research (IPEA), the state recorded a 43.9% reduction in the number of homicides registered by Federative Units (UF) comparing the years 2018 and 2023. This figure is above the national average reduction during the period, which was 21.1%.

Pará also stood out among the five states in the federation with systematic reductions since 2017, namely Pará, Rio Grande do Norte, Rio Grande do Sul, Santa Catarina, and Sergipe. Furthermore, it is the 4th state in the country with the largest reduction in the number of homicides in the last seven years, behind only the states of Rio Grande do Norte, Roraima, and Acre, with reductions of 47.7%, 47.1%, and 46.9%, respectively.

According to the study, Pará also has significant reductions in the homicide rate per 100,000 inhabitants, with a decrease of 46.4% in records between 2018 and 2023. This is the third-best reduction in the region, alongside Roraima, with 55.5%, and Acre with 50.5%.

Regarding homicides of young people aged 15 to 29, the state showed a decrease of 50.2% between 2018 and 2023. In a ten-year comparison, from 2013 to 2023, the reduction reaches 32.6%. In the sampling per 100,000 inhabitants, the reduction is 51%.

The study points out that the highest homicide rates are concentrated in the North and Northeast of the country; however, Pará goes against the trend and remains among the states that have reduced violence indicators. The state is also noted as a reference for achieving systematic reductions in numbers since 2017.

For Ualame Machado, head of the State Secretariat for Public Security and Social Defense (Segup), the data attest to the ongoing commitment to investments in public security in Pará to ensure the safety and quality of life of the population.

"We have been carrying out a strategic planning since the beginning of the administration to ensure the functionality of security operations and, with that, also reduce the occurrence of Intentional Violent Lethal Crimes throughout the Pará territory. It is important to emphasize that, due to the territorial extension of the state, the reduction in homicide rates is not uniform across all municipalities, and therefore decentralized and specific actions are developed for each region, and the result of this is once again attested in a national study like the Atlas," pointed out the secretary.

In 2024, only in the month of December, Pará achieved a 45.26% drop in the registration of homicides compared to the same month in 2018, with 274 records.

Investments - The Violence Atlas 2025 also attributes the reductions to a set of strategic actions developed to improve the effectiveness of state public security, citing as a success case the "Territories of Peace" program, launched by the Government of Pará in 2019, which has now become public policy. The State has already delivered 10 Peace Factories in seven neighborhoods of the Metropolitan Region of Belém (RMB), in addition to the municipalities of Parauapebas, Canaã do Carajás, and Marabá, which also have the first operational Peace Factories in cities outside the RMB.

Moreover, in the last year, the Government of Pará expanded the use of body cameras by security agents and began the implementation and use of public security totems, which enhance monitoring and speed up the response to occurrences; in addition to the transfer of equipment and vehicles to security forces.

Ballistic vests were also delivered to traffic agencies and municipal guards in 13 Pará municipalities, along with new constructions, expansions, and building renovations. In river security, 10 boats were delivered and the integrated public security river base 'Candiru' was installed in the area known as the 'throat' of the Amazon, in Óbidos. All investments reflect the government's efforts to increasingly advance the effectiveness of actions throughout Pará.
