During the panel "Environmental Regularization of Family Agriculture: Basis for Socio-Environmental Policies and Sustainable Production in the Amazon," held at the Pará Pavilion in the Green Zone of the 30th United Nations Conference on Climate Change (COP30), the State Secretariat for the Environment, Climate and Sustainability (Semas) presented actions aimed at the environmental regularization of small producers in Pará, highlighting the integrated approach of the Regulariza Pará program.

The director of Geotechnologies and Environmental Regularization at Semas, Maximira Costa, emphasized the importance of recognizing and strengthening the role of family farmers in environmental public policies.

“Semas has been working, through Regulariza Pará and in partnership with key actors such as Emater, the Forests+ Amazon project, and municipalities, to ensure that the regularization policy reaches family agriculture, land reform settlers, and traditional communities efficiently,” she stated.

Mutirões and technical training

Among the results presented at the panel, the realization of mutirões that served over 20,000 family farmers throughout the State stands out, promoting access to the Rural Environmental Registry (CAR) and the Environmental Regularization Program (PRA). The actions also involved training more than 200 extension workers from the Technical Assistance and Rural Extension Company of the State of Pará (Emater-PA) to support the regularization process within the communities.

For the president of Emater-PA, Joniel Vieira, the Pará model of territorial action is an example in the COP30 scenario. “Direct engagement with family agriculture, through partnerships and adapted methodologies, is a successful model, especially in a context like this, where the voice of the forest people is essential for the climate debate,” he highlighted.

Differentiated methodology and climate justice

The Government of Pará has been adopting a simplified and specific approach to serve the family agriculture audience, ensuring that the analyses and implementation of regularization instruments are suitable for the reality of small producers. The focus, according to Semas, is to ensure that the regularization processes result in climate justice, recognizing the role of farmers as guardians of the territory and agents of sustainability.

The panel also featured the presence of the State Secretary of Family Agriculture (Seaf), Cássio Pereira, and farmer and Agricultural Engineering student, Domingos, who represented the perspective of the served producers.
