Security agents monitor the first day of convoys for the Leaders' Summit
State security teams monitored actions from within the Integrated Command and Control Center, coordinated by Segup
The integrated public security teams began, on the morning of this Thursday, the 6th, to support the convoys of authorities participating in the first day of the "Leaders' Summit," an event that precedes the meetings related to the United Nations Conference on Climate Change, which will be held in Belém from November 10 to 21. State security teams monitored actions from within the Integrated Command and Control Center, coordinated by the Public Security and Social Defense Secretariat (Segup).
The escorts were coordinated by the Federal Highway Police (PRF) along with the Military Police, State Department of Transit, and Municipal Secretariat of Security, Public Order, and Mobility. The convoys started at 8 a.m. and will continue until the end of the day. The event takes place at the Hangar Convention and Exhibition Center.
The Secretary of Public Security of Pará, Ualame Machado, highlighted the support of state security agents to ensure everything went according to plan.
"The event officially starts today, considering that we already have some escorts happening in the previous days, but officially the COP30 program, in general, starts today with the Leaders' Summit, with the presence of dozens of heads of state from around the world. Several convoys throughout the city, road closures, access control, various public security measures. Remembering that, this Thursday and Friday, is the Leaders' Summit, and next Monday, the 10th, COP30 begins, which will last until November 21, and the planning presupposes precisely these two moments," explained Ualame.
"This event is unique, with heads of state, and the COP itself is truly a climate discussion event with all the delegations from around the world participating. We are monitoring everything from the three Command and Control Centers, the Command and Control Center of Segup itself, an integrated river center at the Port of Outeiro, and also a mobile CICC near the City Park, where the events take place. In addition, there are 10,000 public security agents being employed in this operation throughout the entire period," added the head of Segup.
Command and monitoring bases – The main security bases are distributed near the Belém Air Base, the Port of Outeiro, and the main access corridors to the City Park. The Integrated Operations Center (CIOp) operates 24 hours a day with increased personnel, monitoring 417 cameras on the streets of the capital and another 30 dedicated exclusively to COP30. The system also integrates images and activations from the security totems spread throughout the Metropolitan Region of Belém.
On Dr. Freitas Avenue, at the corner with Duque de Caxias Avenue, Segup installed the Mobile Integrated Command and Control Center (CICCM), which monitors images in real-time and maintains direct communication with field teams. At the State Integrated Command and Control Center (Cicce), in the Marco neighborhood, the Regional Integrated Security Executive Committee (Cesir) operates, coordinated by the Federal Police, in accordance with the National Doctrine of Integrated Action (DNAISP).
Escort and specialized policing center – At Cicce, the Escort Center, coordinated by the PRF, works in conjunction with the Ministry of Defense, Ministry of Foreign Affairs, Federal Police, Military Police, State Department of Transit (Detran), Municipal Secretariat of Security, Public Order, and Mobility (Segbel), and the Municipal Guard of Belém. From the center, teams monitor surveillance cameras, analyze the performance of operations, and coordinate the movement of delegations.
