‘Pró-Mulher Pará’ strengthens support in 25 locations for the protection of women

In operation for 3 years, the program ensures protection, guidance, and support for women in situations of domestic violence in Pará

Pró-Mulher Pará operates based on reports made through the emergency public safety channel: 190

The Pró-Mulher Pará Program, implemented three years and seven months ago in the State, has been ensuring actions for protection, guidance, support, and qualified repression against domestic violence crimes committed against women in Pará. Launched by the State Government through the Pará Secretary of Public Security and Social Defense (Segup), the program reinforces the expansion and strengthening of state public policies to combat violence against women in the Pará territory.

Initially launched in 2022 in the Metropolitan Region of Belém and later in other municipalities in the State, the program is present in 25 Pará locations that have two fronts of action with prevention and repression activities on a daily basis. Since the beginning of the actions, the program has already registered over 14,000 attendances to victims of domestic violence in the locations where it is present.

Specialized Police Stations for Women's Assistance (DEAMs) have qualified teams to act in cases of domestic and family violence and sexual violence against women

For M.V.S, 35, who was a victim of domestic violence and broke the cycle she was living in by asking a neighbor for help to report it, the program contributes greatly to her feeling safe and welcomed after reporting the incident. “I lived through difficult days and was very scared even to make the report. But after being encouraged, I called 190 and was directed to a Women's Police Station where I was attended to and finally managed to express everything I was going through. After that, I felt much more welcomed when I was registered in Pró-Mulher and received a visit from the pink patrol car and a team that provided all the necessary support, and today I feel free from my ex-partner and safer,” she said emotionally.

Qualifications
Segup, through the Directorate of Public Security Policies and Social Prevention (DPS), continues to provide training for security agents and the state and municipal protection network that operate in the areas of education, health, social assistance, and public safety, which are the frontline in assisting women. By September 2025, 1,826 people had been qualified.

Some municipalities such as Marabá, Tucuruí, Xinguara, and Dom Eliseu already have the program and have received new training and evaluation with the program's coordination to adjust and improve the actions that are already being carried out.

According to the Secretary of Public Security and Social Defense, Ualame Machado, since 2022, when the program was launched in Greater Belém and later in other regions of the State, the actions for prevention and repression of violence against women have been carried out with more assertiveness, ensuring the expansion of the protection network and encouraging the reporting of cases where women are facing any threat.

"We started the program in Greater Belém and during these three years we managed to decentralize the actions and expand to more regions of the State, reaching 25 locations served by Pró-Mulher Pará. Today, several municipalities have the program's actions, with a specific vehicle for this type of occurrence, in addition to qualified staff to ensure humanized service, integrated between the state and municipal security forces. We emphasize that we have reached over 14,000 attendances, the vast majority of which are preventive, which is ideal, because as a result, we strengthen actions to prevent crimes against women from occurring. And we ensure the presence of the State bringing confidence, so that they feel protected," said the head of Segup.

Currently, the program has expanded and is present in 24 municipalities and one district in Pará, which are: Abaetetuba, Ananindeua, Altamira, Barcarena, Belém, Bragança, Breves, Castanhal, Cametá, Mosqueiro District, Dom Eliseu, Marituba, Marabá, Paragominas, Portel, Redenção, Rondon do Pará, Salinópolis, Santarém, Soure, São Miguel do Guamá, Santa Izabel do Pará, Tailândia, Tucuruí, and Xinguara. The program also has 39 pink vehicles, exclusive for assisting women.

Pró-Mulher Pará operates based on reports made through the emergency public safety channel, 190, of the Integrated Operations Center (Ciop), of Segup. Then, a pink vehicle, with a qualified team, is directed to the location indicated by the victim or a neighbor or family member who witnesses the violence. The measure aims for agile, humanized service and the reduction of all forms of violence against women in Pará.

Biopsychosocial Care
Women victims of domestic violence registered in the program will have, starting October 28 of this year, the space “Pró-Mulher Acolhe,” an expansion of Pró-Mulher's actions.

Pará is the first State in the Country to guarantee, through a public safety program for women victims of violence, a biopsychosocial care structure composed of a multidisciplinary team, including a social worker, nurse, psychologist, and psychiatrist.
 
Integration
The program is coordinated by Segup and includes agents and staff from the Integrated Operations Center (CIOp), the services of the Civil and Military Police, in addition to the Municipal Guards, partners of the program.
