Security agencies conduct simulation of authority escort for the Leaders' Summit in Belém

About 200 public security agents were mobilized for training in preparation for the global conference on climate change

The simulation of authority escorts, held on the afternoon of this Saturday (18), served as training for the security and traffic teams that will operate on November 6 and 7 during the Leaders' Summit, one of the main official activities of the 30th United Nations Conference on Climate Change (COP30), which will be hosted in Belém.

The training involved strategic simulations of the movement of heads of state, departing from hotels located in downtown Belém towards the Parque da Cidade, on Avenida Júlio César, where the entire official program of the event will take place.

Security and traffic training for the Leaders' Summit

Convois - The simulation exercise began around 2:30 PM, with the departure of the first "presidential" convoy, which left from Avenida Nazaré, in front of a hotel, and followed the route composed of the avenues Magalhães Barata, José Bonifácio, Duque de Caxias, Dr. Freitas, Senador Lemos, and Júlio César. Subsequently, five other convoys followed the same route, departing from Avenida Presidente Vargas, simulating the movement of heads of state.

According to the Secretary of State for Public Security and Social Defense, Ualame Machado, the simulation is essential to evaluate technical aspects within the planning to be executed during major events. "We are conducting a technical rehearsal already aimed at the Leaders' Summit and also, obviously, for COP30, so that we can verify the travel time of authorities, the need for access to routes, blocking or controlling access roads, and at what moments it is necessary to make this control," explained the head of Segup.

He informed that all interventions will be communicated in advance. "We emphasize that any access control or road blocking will be communicated to the population in advance, so that they can prepare for it. We work to ensure that it is for the shortest possible time, the minimum necessary, to guarantee only the movement of heads of state or any other authority that needs to arrive on time at any event," he added.

Blocked roads were released immediately after the training

Integration - Ualame Machado also emphasized the importance of integrated action and practical preparation of the teams involved in the operation. "We are here with about 200 public security agents so that we can train at this moment leading up to the major events, both the travel time, the need for access control of roads, boarding and disembarking of authorities, and the time for boarding and disembarking, so that everything is calculated within a responsibility matrix that we have already designed with all federal, state, and municipal agencies, so that everything occurs as conditioned," said the secretary.

He reinforced the event organization's commitment to minimizing impact on the city's routine. "The population can rest assured that road closures or access controls will only be done in cases of extreme necessity, and for the necessary time, so that we can move the convoys and ensure authorities' access to the events," he guaranteed.

The activity, which involved the participation of about 200 security and traffic agents, was completed in approximately 1 hour and 30 minutes, with teams distributed across six convoys. During the simulation, the main official routes were covered, analyzing travel time, evaluating communication between teams, the efficiency of routes, and the logistics of boarding and disembarking authorities. From this exercise, all collected data will be analyzed in an integrated manner, so that the necessary final adjustments can be implemented accurately.

Graesp aircraft supported the simulation

Real-time monitoring - Simultaneously with the field simulation, teams from the Escort Center, coordinated by the Federal Highway Police (PRF) and composed of agents from the PRF, Detran, Pará Military Police, and Segbel monitored in real-time the images captured by security cameras installed on the main and cross streets of the route, from the Integrated Command and Control Center (CICC) of Segup.

At the same time, the Public Security Air Group (Graesp) conducted overflights over the entire exercise area, providing support with aerial visualization and maintaining direct contact with the teams on the ground and the escort center.

Road closure and reopening - The partially blocked roads were immediately reopened after the passage of the convoys. Meanwhile, fully blocked roads, such as Avenida Júlio Cesar, in the section between Elevado Daniel Berg and Avenida Almirante Barroso, were reopened around 4 PM, after the arrival of all convoys and team training in the area.

The operation was coordinated by the Federal Highway Police (PRF), in conjunction with the State Secretary of Public Security and Social Defense (Segup), and involved the integration of the State Traffic Department (Detran), Belém Municipal Guard, Military Police, Ministry of Defense, Marajoara Command, Secretary of Penitentiary Administration (Seap), and Municipal Secretary of Security, Public Order, and Mobility (Segbel).
