State strategy for strengthening the bioeconomy presented at international event

During the meeting, Semas explained the public policy that has been repositioning Pará as a reference in the area and includes the launch of the State Bioeconomy Plan (PlanBio), among other actions.

On this Monday (25), the 21st edition of the Americas Competitiveness Exchange (ACE), an international mission that brings together leaders to learn about innovation initiatives, bioeconomy, sustainable development, and economic perspectives in the Americas, featured the participation of the State Secretariat for Environment, Climate and Sustainability (Semas), represented by the Deputy Secretary of Bioeconomy, Camille Bemerguy, during the panel "Brazil and Pará: panorama and economic perspectives."

On this occasion, the deputy secretary presented an overview of the state strategy for strengthening the bioeconomy, highlighting the advances already achieved and the next steps of the public policy that has been repositioning Pará as a reference in the area.

"For the transformation of the bioeconomy to generate real and large-scale impacts, it is necessary to have a database, technical knowledge, and institutional support," emphasized the manager.

The State Bioeconomy Plan (PlanBio) was launched in 2022, and throughout 2024, a study was conducted with the support of WRI Brazil and UFPA that mapped 13 productive chains and indicated that the bioeconomy already represented about 9% of Pará's GDP. Since the launch of the Plan, 400,000 people have already benefited, more than 2,300 bio-businesses have started operations, and there has been a 300% increase in the number of startups linked to the sector.

Among the upcoming milestones on the state agenda is the inauguration of the Amazon Bioeconomy and Innovation Park in Belém. The space will bring together factory-laboratories, innovation centers, startup incubators, technical assistance, credit lines, and genetic heritage protection, promoting integration between community businesses, universities, private companies, and governments.

Camille Bemerguy also highlighted that there are different bioeconomies coexisting in Pará – the extractive, industrial, and technological – that need to complement each other in an integrated manner. "The Amazon is not just potential; it is already a powerhouse. It needs to be more recognized and known," said Camille.

National alignment - The opening panel also featured the participation of the State Secretary of Economic Development, Mining and Energy (Sedeme), Paulo Eduardo Maestri Bengtson, and the Undersecretary for Macroeconomic Monitoring and Trade Policies of the Ministry of Finance, Júlia de Medeiros Braga, who emphasized the importance of cooperation between the Union and states in the sustainable development agenda.

"It was a pleasure to share this space with authorities from the Government of Pará to discuss the panorama of the Brazilian and regional economy. The dialogue between federal and state instances is essential, especially in the context of investments related to the Ecological Transformation Plan, which encompasses biodiversity, nature-based solutions, energy, and sanitation," she highlighted.

The representative of the Ministry of Finance explained that the federal government has been working on various initiatives focused on the topic. "The State Bioeconomy Plan of Pará is fully aligned with the federal government's guidelines. It goes beyond resource extraction and focuses on strengthening productive chains, seeking to develop a bioeconomy based on industry. This perspective is also central to the agenda of the New Industry Brazil, which prioritizes innovation and added value," added Júlia Braga.
