Governors approve letter in support of holding COP30 in Belém

The document reinforces the sovereignty of the Amazon and the recognition of the value and rights of indigenous peoples

The XVII National Forum of Governors, held this Wednesday (13) in Belém, concluded with the approval of a letter that reaffirms the unrestricted support of all Brazilian states for the holding of the 30th United Nations Conference on Climate Change (COP30) in the capital of Pará. The document also reinforces the sovereignty of the Amazon and the recognition of the value and rights of our indigenous peoples, projecting to the world the relevance of environmental preservation and sustainable development in the region. The meeting took place at the Creative Economy Center, in the City Park — the venue that will host COP30 from November 10 to 21 — and brought together Governor Helder Barbalho and 18 other governors and vice-governors; the vice-governor and president of the State Committee for COP30, Hana Ghassan; the president of COP30, André Corrêa do Lago; the president of the Legislative Assembly of Pará, Deputy Chicão; and the mayor of Belém, Igor Normando. The National Forum of Governors is a permanent space for cooperation among state leaders aimed at building strategic proposals and presenting them to the Federal Government on issues that matter to the population.

The governor of Pará, Helder Barbalho, who opened the forum, emphasized that the event is part of the effort to align a unified position of Brazil on climate. "It is important for us to be aware that COP is not just an environmental event. Today, the environment must be seen transversally, dialoguing with all economic and geopolitical agendas of the planet. This further amplifies the importance and necessity for all of Brazil to be mobilized to lead this agenda," he stated.

Helder Barbalho also highlighted the already visible results of the State's preparation for COP30, with more than 30 structural works underway in the capital, generating over five thousand direct jobs. "Pará recorded a 68% increase in the opening of new companies in 2025 and appeared, for the first time, in third place in the national GDP growth ranking, with a forecast of a 3.5% increase this year. It is a fact that hosting COP has positioned Belém in a leading role," he emphasized.

"COP30 will be in Belém, in the Amazon, but it should be seen as Brazil's COP. The success of the conference will be Brazil's success, because what we conceive here will position our country as a leader in the sustainability agenda, allowing the living forest to be worth more than the dead forest," concluded the governor.

The president of COP30, André Corrêa do Lago, presented a historical overview of climate negotiations and emphasized that the environmental agenda has also become economic and geopolitical. "COPs have become a meeting not only of governments negotiating but also of the private sector, science, academia, and civil society," he stated.

The president of the Legislative Assembly of Pará (Alepa), Deputy Chicão, reaffirmed the institutional support of the House for the actions of the State Government towards the conference, while the mayor of Belém, Igor Normando, highlighted that the capital shares common challenges with many municipalities in the Amazon. "COP has ceased to be just about Belém, Pará, or the Amazon. It is about Brazil, it is about all of us. This is the moment to show the strength and capacity of the Brazilian people to build solutions," he said.
