New CIOp system speeds up the location of traffic accident victims in Belém

In the early hours of this Tuesday, 15, the emergency call was identified through the victim's cell phone locator and helped in the rescue

The Integrated Operations Center (CIOp) linked to the Secretary of Public Security and Social Defense (Segup) carried out, in the early hours of this Tuesday, 15, the first service through information captured by an automatic message from the device, and located via GPS and Wi-Fi of the cell phone. The service contributed to a faster response to the victim of a traffic accident on Augusto Montenegro Avenue in Belém.

The police teams were dispatched to the accident site through the Central of Attention and Dispatch (CAD) that is already operating with the new version "3.0" of the National Public Security Information System (Sinesp). The tool allows the location of the call through latitude and longitude data of the call made.

Pará was the second state in Brazil to implement the new tool from the Ministry of Justice, which allows the CIOp attendant to identify the call through the geolocator of the cell phone that made the call.

The Secretary of Public Security of Pará, Ualame Machado, highlights the use of the new CIOp system in assisting occurrences. "This new tool allows our attendants to identify an emergency call, even if the victim cannot communicate properly, as was the case in the service provided this morning. The attentiveness of the attendant in listening, combined with the knowledge of the new tool, made it possible that through an automatic call from the victim's cell phone, even though she was unable to communicate, it was possible to identify the location of the accident through the cell phone's GPS and thus call the nearest battalion to the accident site and dispatch a vehicle to provide the necessary assistance," explained the head of Segup.

Speed in location and assistance

During the 1st work shift at the Central of Attention and Dispatch (CAD) of CIOp, the attendant identified an automatic emergency call issued by the victim's cell phone device. In the call, the server, maintaining active listening, heard screams and calls for help. In the message sent by the cell phone device, it was possible to detect that it was a traffic accident.

Attentive to the call, the server identified through the call, the GPS of the device, with the latitude and longitude data of the location, using the information to locate the address, thus mapping the area and triggering the dispatch to the nearest Military Police Battalion to the accident.

The police teams went to the location recorded in the occurrence and provided the first assistance. The vehicle had collided with the BRT barrier. There were no victims. The teams also called the competent authorities for the signaling of the location, as a safety measure.

The director of CIOp, Lt. Colonel Felipe Aires, highlighted the effective assistance, which enabled the rescue of the victims, just with the location of the device and the reading of the information sent by the cell phone device.

"With this service, we can affirm that this new update of Sinesp-Cad allows us greater agility in emergency and urgent responses, especially highlighting the preparation of our attendants, trained to recognize messages and investigate calls, as it is now possible to have the exact location of the call which gives us greater agility for dispatching vehicles, as well as helps us identify when the call is a prank. In this case, all data emitted by the victim's cell phone were recorded and identified, and thus we were able to provide the necessary support, demonstrating the agility and preparedness of our teams that operate 24/7 at CIOp," said the director.
