Seap concluded shooting instruction of the 11th class of the Standardization of Procedures Course
Coordinated by the Penitentiary Education School, the course aims to enhance and keep prison officers updated and more efficient
The 11th class of the Standardization of Operational Procedures Course (CPPO) completed the shooting instruction stage, held at the Specialized Instruction Center (Ciesp), in the Santa Izabel Penitentiary Complex, in the Americano Village, in the Metropolitan Region of Belém. This is the second class of the CPPO for 2025. For the next semester, new classes are planned for other regions of the State, but without a defined date yet.
The instruction is one of the trainings that the course offers, in addition to theoretical and practical subjects, including administrative content: Philosophical and Sociological Foundations of Imprisonment and Punishment, Penal Execution Law, Interpersonal Relations and Professional Ethics, Administrative Routines, and Technical-Legal Assistance Records.

Standard - The CPPO allows for the constant updating and improvement of the prison officer, as well as qualifying the staff to maintain the standard of operational procedures for daily activities, informed the director of the Penitentiary Administration School (EAP), Paulo Cunha. “It is the standard course of Seap, which reviews and visits all activities inherent to the prison officer, as outlined in the Operational Procedures Manual. The importance of this course is the constant training, constant qualification, and constant updating of the procedures that the prison officer needs to adopt in their daily life,” emphasized the director.
Paulo Cunha revealed that the Secretariat intends to form other classes still this year. “We are going to conduct this class now, and we are planning a class for Santarém. After that, we will be waiting for the arrival of the ammunition that is being acquired, so that we can take the CPPO to the interior of the State,” he added.

Qualification – Paulo Cunha emphasized the importance for the staff to participate in the recycling that the CPPO provides, as it is a course that covers all the subjects and activities that the prison officer develops in their role. “The prison officer participating in the CPPO is increasingly qualifying to have a more effective, more efficient performance, mitigating risks, ensuring that their activity has the effect and result that Seap expects from them,” said the EAP director.
Currently, all CPPO instructors are from Seap itself, which highlights the current level of preparation of the team. “We are qualifying the prison officers in this weaponry, and we are updating them on the weapons they are already qualified for. They undergo new training, an update of their knowledge on the other weapons they use, and we are qualifying everyone in T4 as our own instructors. Both shooting instructors and instructors for the other subjects are from Seap,” assured Paulo Cunha.
Security - A member of the Penitentiary Action Group (GAP) and shooting instructor, prison officer Marques thanked the Secretariat for the opportunity to qualify the prison officer who works daily in the units. “He will return to the penal house better than he arrived here. He will be more secure in using all the weaponry offered by the Secretariat. In this case, we are working with the T4 pistol, 762, and the 12 gauge. This workforce is of utmost importance to ensure quality within the prison, and outside of it, through the escorts and procedures carried out by the Secretariat,” emphasized the instructor.
Prison officer Rosini said she decided to participate in the CPPO in search of updating, and also to share knowledge with her colleagues. “It is always very important for the staff to be qualifying and recycling. Everything is being updated, the weaponry, the defensive behavior techniques. It is very important to always be updating to share all the teachings I am receiving with the team of instructors, monitors, and the Secretariat, with all my colleagues,” said Rosini.
The professional enhancement was also the main motivation for prison officer Pablo Marques to join the CPPO. “The course is of excellent quality due to the technical level of the instructors, the technical level that the Secretariat offers to the prison officers, the excellence among the instructions, both in the technical instructions and in the tactical, practical instructions. All of excellent quality,” he stated.
