Arcon advances in restructuring to meet new social demands

Agency experiences a historic milestone with the regulation of the new sanitation model in Pará

The Regulatory and Control Agency for Public Services of the State of Pará (Arcon) is advancing in its restructuring to meet new social demands. One of the main fronts is the area of basic sanitation, which is experiencing a historic moment with the regionalized concession of water supply and sewage services in 99 of the 144 municipalities in Pará.

Arcon is responsible for regulating the service and will act as an intermediary between the various agents in the sector, such as the concessionaire and the users. To face this challenge, the institution has a new board with a technical and experienced profile, also composed of career civil servants returning to the Agency after distinguished trajectories in other agencies.

Eduardo Ribeiro takes over as the General Director of Arcon, bringing 39 years of experience in public service — with three decades dedicated to the sanitation sector. He worked at Cosanpa, where he held the positions of director, vice president, and president, in addition to having passed through the Metropolitan Transport Management Center (NGTM) and the Regulatory and Control Agency for Public Transport Services of Pará (Artran).

“We have many challenges ahead. First, we have a novelty which is the area of sanitation. The State has worked with a differentiated sanitation process at the state level. It is a project that I consider one of the most important in the medium and long term for the state. It is very important for us to be in a prepared and strong Agency to face this,” said the general director.

The work teams were also introduced to the new directors Claudio Conde and Gilberto Barbosa, who, along with Eduardo, will start the operation of Artran in 2024. Both are permanent staff of Arcon and return to the agency at a time of valuing technical knowledge and opportunities for the effective staff of the department.

“It is a pleasure to be with you again here at the agency. I hope not to leave here until retirement, and we will have this work which is a very big challenge. We have several areas being implemented, so it is an old agency but with everything very new, a challenge for this moment we are living,” celebrated Claudio Conde, director of Financial and Tariff Control.

The new director of Standardization and Inspection, Gilberto Barbosa, also returns to Arcon after 13 years working in other agencies in the transportation area. “It is a pleasure to return to the agency. For me, in fact, this sanitation service is a huge novelty,” he comments.

Having previously worked at Arcon in the regulation of intermunicipal transport, Gilberto highlighted the importance of quality in delegated services. “We have a commitment to restoring quality. We will have the physical presence of the citizen user, where we hope many will visit the reception, contact the Ombudsman, and it will be very important for us to listen to these people and we will be together in improving the quality of services,” pointed out the director of Standardization and Inspection, Gilberto Barbosa.

To complete the team, the new technical coordinator, Alfredo Barros, returns to Arcon after 27 years. “I feel a closure of a cycle. We started in the energy area and transportation came later. We structured the Agency, this was a very rewarding activity and it seems to me that now the need for this restructuring will also be an opportunity that will require a lot of effort, dedication, and intellect being utilized in this. I hope everyone engages as we did 27 years ago, we were even nominated by Aneel as the best regulatory agency. I wish success and dedication that leads to this type of recognition for the Agency again,” declared Alfredo Barros.
