Government of Pará highlights advances and legacy for the population 200 days before COP 30

State details investments in infrastructure, employability, and mobility to ensure that COP 30 leaves lasting benefits for the population

With 200 days to go until the United Nations Climate Change Conference (COP 30), which will be held in November 2025, the Government of Pará presented the advances in structural works and social programs that are transforming Belém to host the international event. During a press conference held this Thursday (24) at the City Park, the Deputy Governor and Coordinator of the State Committee for COP 30, Hana Ghassan, was accompanied by the extraordinary secretary of COP 30 from the Federal Government, Valter Correia da Silva, and the extraordinary municipal secretary of COP 30, André Godinho. Together, they announced news and reinforced the commitment to the legacy that the conference will leave for the people of Pará.

One of the highlights was the announcement of the creation of an employability platform by the State Government, which will be launched soon. The initiative aims to connect the thousands of professionals qualified by the Capacita COP 30 program to the job opportunities generated by the conference and regional development.

“This platform is the materialization of our commitment that COP 30 will not just be an event, but a catalyst for social and economic transformation for our state. We want to ensure that every resident of Pará who dedicated themselves to qualifying through Capacita COP 30 has the chance to reap the rewards of this effort, finding a promising future in the job market,” declared Hana Ghassan.

Launched in May 2024, the Capacita COP 30 has already certified 16,000 people. The program offers free courses — both in-person and online — in areas such as tourism, food production, infrastructure, occupational safety, and English. The inclusion of SEST/SENAT in February 2025 expanded the reach of the initiative with an additional 38 online courses, adding to the 67 already offered.

With the support of more than 25 partners — including state secretariats, educational institutions, civil society organizations, and private entities — Capacita COP 30 is consolidating itself as one of the pillars of the social legacy of the conference.

In addition, the Deputy Governor announced the start of a socioeconomic study that will assess the impact of the investments made for COP 30. The works, she highlighted, were planned not only to meet the event's needs but to leave permanent benefits for the population.

Hospitality solution

Secretary Valter Correia announced the formalization of the Hospitality Solution Guarantee Contract with Embratur, to meet the high demand for accommodation during the conference. The contract provides for the offer of six thousand beds on ships, with an initial reservation for the team of the United Nations Framework Convention on Climate Change.

“The guarantee contract, signed between the Civil House and Embratur, has a value of R$ 263 million, but with a projected disbursement of R$ 30 million, corresponding to the reservation of spots for UN teams. The remainder will be covered by the sale of cabins by the operator that will be contracted,” explained Valter.

Embratur will receive R$ 3.7 million for the service of modeling, planning, contracting, management, supervision, and analysis of operations, a value already included in the initial disbursement.

Municipal works

André Godinho, extraordinary municipal secretary for COP 30 in Belém, presented the projects involved in the event, such as the modernization works of the historic Ver-o-Peso complex; the São Joaquim Urban Park, which will benefit 250,000 people; solid waste treatment; and the delivery of the new São Brás Market, which will ensure the quality of life for the population and enhance the tourist-gastronomic appeal of the capital of Pará.

“These are important actions that the city of Belém is leading, with support and investments from Itaipu Binacional. The works of the Ver-o-Peso Market are a strong example of how to ensure dignity for workers and vendors, in addition to enhancing tourism in our capital,” says Godinho.

Structural works and urban legacy

The Government of Pará is also continuing structural works in partnership with the Federal Government, with a budget of R$ 4.5 billion for 2024 and 2025. More than 30 projects are underway in the areas of mobility, sanitation, and urban development, with resources from the State Treasury, Itaipu Binacional, BNDES, and Caixa.

With 78% of the works completed, the City Park, which will host COP 30, is already consolidating itself as one of the largest urban interventions in the last 100 years in Belém. Built on the site of an old airport, the park will have 500,000 m² with an aviation museum, a creative economy center, a gastronomic boulevard, bike paths, preserved forest areas, as well as a lake and sports facilities. 2,500 trees will be planted and transplanted.

Another highlight is the Porto Futuro II, with almost 83% of the works completed. The space will feature the Innovation and Bioeconomy Center, the Museum of Amazonians, and the Caixa Cultural. The proposal is to transform the location into a hub for tourism and the appreciation of Amazonian culture and bioeconomy.

Quality of life and mobility

The State is also investing in macro-drainage works in 13 channels of the Tucunduba, Murutucu, Una, and Tamandaré basins. The interventions will benefit more than 500,000 people with sewage networks, storm drainage, and leisure areas. Sections of the Timbó and Gentil channels have already been delivered, and by COP 30, 59.5 km of sewage network and more than 10,000 household connections are expected to be implemented.

Among the channels undergoing requalification are the Nova Doca and Nova Tamandaré, which will have linear parks, bike paths, and outdoor gyms. The avenues that border these channels connect tourist spots such as Porto Futuro II, Estação das Docas, and Ver-o-Rio.

In the area of urban mobility, the Government of Pará highlights the completion of the Metropolitan BRT, which will feature Euro 6 diesel vehicles and electric models, contributing to the reduction of pollutants and noise. The construction of four new viaducts is also underway — one of which has already been delivered to the population — and the modernization of streets in the districts, with emphasis on Outeiro, where cruise ships will be docked. The completion of the Outeiro Bridge, which will connect the island to the mainland, and the widening of Rua da Marinha to six lanes, benefiting directly six neighborhoods and improving traffic flow, complete the set of strategic interventions planned for the city until the realization of COP 30.
