State Secretariat for Women ensures Reception Rooms for women at COP30
Spaces follow protocols with qualified listening and referrals to the protection network at the official venues of the World Climate Conference
To ensure protection, guidance, and humanized care for women during COP30, the State Government, through the State Secretariat for Women (Semu), has installed two Psychosocial Reception Rooms at the official venues of the Conference: one in the Blue Zone and another in the Green Zone. The locations are already operational and have specialized multidisciplinary teams.
The rooms were structured to assist Brazilian and foreign women in situations of vulnerability, violence, or emotional distress. The service includes qualified listening, guidance, risk assessment, and referral to the state protection network when necessary. The service is confidential, free of charge, and ensures autonomy for women, without re-victimization.
In addition to the physical structure, Semu is conducting active outreach actions in the COP30 spaces, in partnership with teams from the ParáPaz Foundation, to directly inform women about the existence of the reception points. The teams also explain how to access the services and provide guidance on the operation of “Ligue 180” with priority service (key 0) during the event. The approach is made in a welcoming and respectful manner, ensuring that no woman needs to seek help alone.
The president of the ParáPaz Foundation, Alberto Teixeira, emphasizes: "Working in partnership with Semu reinforces our commitment to the protection and care of women. We have assembled a multidisciplinary team prepared with social workers, psychologists, and legal guidance to offer reception, listening, and necessary referrals."
The coordinator for Women at the ParáPaz Foundation, Patrícia Potiguar, states that the space was planned to ensure reception and safety for women during the event. She emphasizes that “it is a fundamental presence for women at this major event that brings together people from all over the world. We have prepared a reserved and discreet room, exclusively aimed at providing safety and confidentiality for women, where they can seek us out without fear."
The initiative is coordinated by Semu, with the support of the ParáPaz Foundation, Casa da Mulher Brasileira, the Women Lawyers Commission of OAB/PA, the Social Assistance Secretariat (Seaster), and the Ministry of Women. During COP30, the reporting channel “Ligue 180” operates with immediate priority service when pressing key 0, for those in Belém.
“COP30 takes place in our territory, and we want it to be a safe environment for all women. We know that large events mobilize diverse audiences and situations of vulnerability may arise. That is why we have structured rooms with prepared teams to welcome, guide, and refer. Reception is a concrete policy of care. In Pará, no woman will be alone,” stated the State Secretary for Women, Paula Gomes.
The director of Policies for Women at Semu, Márcia Jorge, highlights that the work is collective and based on network articulation: “We received the invitation from the COP30 coordination to organize this service and activated our protection network. We formed a task force with professionals from ParáPaz, OAB, and Seaster, so that women seeking help find prepared and experienced teams.”
"The goal is to ensure reception, guidance, and safe referrals. We also reinforced the partnership with the Ministry of Women, through 180 with key zero, ensuring that any woman present at COP has quick access to information and protection,” added the director of Semu, Márcia Jorge.
The rooms follow psychosocial service protocols and referral flow aligned with state services, such as Casa da Mulher Brasileira, Reference Centers, specialized police stations, and Public Defender's Office.
