COP30 mobilizes ten thousand agents and over 700 vehicles from the State Public Security System

Actions continue continuously until November 22

On this Monday (10), the first day of events of the World Conference on Climate Change (COP30), organized by the United Nations (UN) in Belém, is being monitored by state security forces, ensuring safety, public order, and mobility. The actions continue until November 22, mobilizing around ten thousand agents and over 700 vehicles from the State Public Security System.

The planning includes the use of body cameras, video monitoring totems, transceiver radios, drones with night thermal vision, less lethal weapons, pre-hospital care vehicles, bomb suits, and the integrated operation of the Integrated Command and Control Centers (fixed and mobile) and the Integrated Operations Center (CIOp), which monitor in real-time 417 cameras installed on roads and high-traffic areas of the capital.

The coordination with federal agencies and the security schemes of international delegations is ongoing and follows the protocols defined by the federal government, responsible for coordinating national and foreign forces, explains the head of the state Public Security department, Ualame Machado.

“The security for COP30 has been meticulously planned and coordinated in an unprecedented inter-institutional effort. We have established a robust and multi-layered security scheme, integrating the Military, Civil, Scientific Police, Fire Department, and the Municipal Guard, with support from federal agencies. Our main focus is twofold: to ensure the complete protection of all authorities, delegates, and social movements present, and simultaneously to ensure the routine and tranquility of the population of Belém. We have implemented an advanced video monitoring and intelligence system for a swift response to any eventuality, reaffirming our commitment to a safe and productive event for the future of the climate,” he states.

Mobile Integrated Command and Control Center

Strategy - The government of Pará has established, near the City Park, at Dr. Freitas Avenue, corner with Duque de Caxias Avenue, the Mobile Integrated Command and Control Center (CICCM), which monitors images in real-time and maintains direct communication with teams in the field.

On Almirante Barroso Avenue, in Marco, the State Integrated Command and Control Center (CICCE) houses the Regional Integrated Security Executive Committee (CESIR), coordinated by the Federal Police, and also the Escort Central, coordinated by the Federal Highway Police, which works together with the Ministries of Defense and Foreign Affairs and other public security agencies.

The Integrated Fluvial Base “Baixo Tocantins”, installed at the Outeiro Port, gathers security agents responsible for monitoring the area and supporting the vessels that serve as accommodation for COP30 visitors. The port security is carried out by the Ministry of Defense, with support from the Military Police and teams from the fluvial base.

Mobility and traffic monitoring – At Dorothy Stang Square, next to the City Park, the Traffic Center is installed, composed of teams from Detran, PMPA, PCPA, Military Fire Department of the State of Pará (CBMPA), Ministry of Defense, and Segbel. The space, with restricted access to security forces, remotely controls the smart traffic lights and manages vehicle flow in the capital during convoys and roadblocks, ensuring the mobility of the population.

Services - The Tourist Protection Police Station, located at the Estação das Docas, and the Tourist Police Battalion (BPTur), located on Gaspar Viana Street, reinforce security in areas with high visitor traffic, with special attention to the historic center and the main tourist attractions of the capital. In the City Park Complex operates the 1st Battalion of the Military Police, which also houses a Civil Police Station. The teams are on standby for ostensive actions and responding to incidents, ensuring immediate response during the event.
