PC launches protocol for assisting children and adolescents who are victims and witnesses of crimes

Text establishes guidelines for civil servants and police officers to improve the response to victims in situations of violence

The Civil Police of the State of Pará, through the Directorate of Assistance to Vulnerable Groups (DAV), launched on Wednesday (5) the Protocol for Assisting Children and Adolescents Who Are Victims and Witnesses of Crimes. This unprecedented document establishes standardized guidelines for the humanized and specialized reception of crime victims in police units throughout the state.

The protocol was developed based on national legislation for the protection of children and adolescents, such as the Statute of the Child and Adolescent (Law No. 8.069/1990), the Protected Hearing Law (Law No. 13.431/2017), and the Henry Borel Law (Law No. 14.344/2022), as well as international treaties that ensure the comprehensive protection and absolute priority of children and adolescents.

The director of DAV, delegate Emanuela Amorim, emphasizes that the document aims to ensure that the service provided at police stations is carried out in a technical, empathetic manner and free from revictimization. "The protocol standardizes the routines for recording, specialized listening, referrals to the protection network, and service flows, ensuring compliance with legal norms and respect for the dignity of victims," highlighted the director.

New protocol is available for all operational units of the Civil Police, with standardized and humanized routines

The text establishes detailed guidelines for civil servants and police officers on how to proceed from the registration of the occurrence report to the conduct of expert examinations, requests for protective measures, and coordination with the Guardianship Council, the Public Prosecutor's Office, the Public Defender's Office, and the health and social assistance system. The goal is to ensure an efficient response among all sectors in situations of violence.

According to delegate Emanuela Amorim, the publication represents a milestone in the actions of the Civil Police of Pará for the protection of childhood and adolescence, reinforcing the institution's commitment to humanizing service and preventing new violations of rights.

"Every child and adolescent who arrives at a police unit must be received with care, respect, and qualified listening. The sensitization and training of professionals is the first step to breaking the cycle of violence and ensuring justice and comprehensive protection," added the director of DAV.

The Protocol for Assisting Children and Adolescents Who Are Victims and Witnesses of Crimes is already available for all operational units of the Civil Police of Pará and will serve as a guiding instrument for training and capacity building.
