Pará Fiscal Incentives Commission approves seven new projects for granting benefits
The incentive policy of the Government of Pará aims to attract and expand enterprises that promote the economy and socioeconomic development
 
The Commission for the Policy of Incentives for Socioeconomic Development of the State of Pará approved, on Wednesday (29), seven new projects aimed at granting tax incentives during the 3rd Ordinary Meeting of the Incentives Commission, chaired by the State Secretariat for Economic Development, Mining and Energy (Sedeme). The incentive policy of the Government of Pará aims to attract and expand enterprises that promote the economy and socioeconomic development.
In addition to the new projects, the committee also approved the renewal of an already incentivized project, ratified one "ad referendum" and addressed other relevant topics for the Commission.
The modalities for granting tax incentives include subsidies for the implementation of new enterprises, expansion, diversification, and acquisition of fixed assets for the industrial process of already established companies.
Among the companies that had their projects approved are: Brazauro Minerais S/A, located in the municipality of Itaituba, operating in the mining sector; AR da Silva LTDA, based in the municipality of Tucuruí, specialized in the retail trade of parts and accessories for motor vehicles; Indústria de Alimentos Dasio LTDA, based in Belém, in the Pedreira neighborhood, which operates in the manufacture of bakery products. In addition to these, Circlua S/A, an industry focused on transforming mining waste into green construction materials, in the municipality of Parauapebas; and Reciclel Indústria de Artefatos de Borracha, also located in Parauapebas, with the sorting and recycling of materials such as paper, cardboard, plastic, metals, rubber, and tires, also had their projects approved.
 
In the food sector, Cofruta – Cooperative of Fruit Growers of Abaetetuba – dedicated to the production of pulps, jellies, and other fruit derivatives, also stands out. Finally, Açaí Chicuta Indústria e Comércio Limitada, located in the municipality of Abaetetuba, has as its main activity the manufacture of fruit preserves.
The meeting, held in a hybrid format, was conducted by the Secretary of State for Economic Development, Mining and Energy, Paulo Bengtson, who also chairs the committee. On this occasion, Bengtson presented the agenda of the meeting, initiated the discussions, and reinforced the strategic role of tax incentives in attracting new investments. According to the secretary, these measures are essential to boost industrial growth in the State. "Tax incentives represent an essential tool to stimulate investments and strengthen the competitiveness of companies in Pará territory," added the secretary.
During the meeting, the Operational Secretary of Tax Incentives (Secop), Luiz Ribeiro, presented the executive summary of the meeting, with a summary of the new projects submitted for the committee's approval. On this occasion, he also reported the technical evaluation of the projects, conducted by the Project Evaluation and Analysis Group (GAAP) and subsequently forwarded to the Technical Chamber. The latter is responsible for analyzing the technical feasibility of the proposals, which are then submitted to the Fiscal Incentives Commission for economic evaluation and final approval.
After approval by the Commission, the next step is the publication of the act granting the incentives in the Official State Gazette (Ioepa). Companies that join the Program receive tax incentives ranging from 50% to 90%, which can reach 95% depending on the strategic activity. The enjoyment period is a minimum of seven years and a maximum of 15 years, which can be extended up to an additional 15 years, totaling 30 years.
 
The Attorney General of the State of Pará, Ana Carolina Gluck Paul, evaluated the meeting positively. "Very relevant projects for the State were approved, which promise to boost the development of our region. It was a very productive meeting. I have participated in the Technical Chamber for many years, and now, it is the first time I am part of the commission as a full member," she highlighted.
Tax incentives - The State of Pará has been granting tax incentives through Laws No. 6,489, of September 27, 2002, and 6,912, 6,913, 6,914, and 6,915, of October 3, 2006. Among the main objectives of the incentive policy are job and income generation; decentralization of economic activities; attraction of new investments; competitiveness of companies; and verticalization of production chains.
About Secop - As provided in Resolution No. 33, of December 19, 2002, approved by State Decree No. 5,743, of December 20, 2002, it is the responsibility of the Executive Secretariat of the Incentives Policy Commission — Secop — to perform administrative duties with the Presidency, the Plenary, and the Technical Chamber, providing them with direct advisory support. It is also the responsibility of Secop to forward matters to the Commission, the Technical Chamber, the Project Evaluation and Analysis Group, and the Group for Monitoring Incentivized Projects, according to institutional demands.
Furthermore, it is the responsibility of Secop to fulfill the duties set forth in the Internal Regulations, as well as to execute the tasks delegated to it by the Incentives Policy Commission. The Executive Secretariat must also provide clarifications on the progress of the processes under its responsibility whenever requested by the competent instances.
The Incentives Commission is composed of representatives from state agencies and secretariats, such as the Secretariat for Agricultural Development and Fisheries (Sedap), the Secretariat for Science, Technology, and Higher, Professional, and Technological Education (Sectet), the Secretariat for Environment and Sustainability (Semas), the Secretariat of Finance (Sefa), and the Secretariat of Planning and Administration (Seplad), as well as the Pará Economic Development Company (Codec), the Bank of the State of Pará (Banpará), and the Attorney General's Office (PGE).
