Segup and PM conclude strategic planning for COP30 in Belém

Training of police officers and integration between state and federal forces ensure strategic action during the conference

On this Thursday (16), the State Secretariat for Public Security and Social Defense (Segup) and the Military Police of Pará (PMPA) completed the final alignment of the security operation for the 30th United Nations Conference on Climate Change (COP30). The integrated action will ensure the protection of delegations, authorities, and visitors, as well as reinforce security in the areas of circulation of the event, all without compromising regular policing in other regions of the state.

The planning defined the distribution of personnel in the field and the policing scheme in Belém. The operation will cover the main access roads to the Parque da Cidade and the park itself, which will host the COP30 activities, divided between the Blue Zone, under the responsibility of the United Nations (UN), and the Green Zone, coordinated by the Federal Government. The Military Police will operate in the external policing of these areas and at strategic points in the capital.

“It was an important working meeting, where we presented to the commanders of battalions, companies, and integrated units the scope of the event and the personnel that will be employed by the Federal Government and the State Government. The operation foresees coordinated actions, troop distribution on the ground, and definition of responsibilities to ensure efficient action throughout the COP period,” highlighted the deputy secretary of Segup, Colonel Ed-Lin de Lima.

The security operation begins on November 2, with full operation starting on November 4, ensuring total coverage of the impact areas and guaranteeing mobility and safety for participants and the local population.

Training and legacy

The preparation of personnel is one of the pillars of the security strategy. According to the General Department of Education and Culture of PMPA, 1,832 military police officers have been trained in courses aimed at the COP30 operation. Among the training are courses on the use of non-lethal equipment, river, environmental, and mounted policing, as well as internships in intelligence, tactical pre-hospital care, and foreign language courses — English, Spanish, and Mandarin — to enhance communication with international visitors.

“The Military Police of Pará is fully prepared to meet the demands of COP30. Over the past few months, we have conducted training courses ranging from operational improvement to specialized service in large events. All this investment from the State Government reflects the corporation's commitment to excellence in the service provided to society. We are ready, well-prepared, and motivated to ensure a safe, organized, and efficient operation throughout the conference period,” stated Colonel Mariúba, head of the General Operations Department of PMPA.

A group of military personnel is also in training in the Intensive Police Negotiation Course, which runs until the end of October. These trainings, in addition to preparing the personnel for the event, leave a permanent legacy for the state, strengthening the structure of public security and allowing the knowledge acquired to be applied in future operations and in daily service to the population.

With the reinforcement of policing, the integration between state and federal forces, and the investment in professional qualification, the Government of Pará consolidates the strategic planning that will ensure the realization of COP30 in a safe, tranquil, and organized environment, strengthening the image of Belém as a reference in hosting large-scale international events.
