Pará has a B+ payment capacity, according to the National Treasury

The National Treasury's assessment highlights the balance in public accounts and progress in the quality of the State's financial management

The State of Pará improved its payment capacity classification (Capag) this year, rising from "B" to "B+", according to the preliminary analysis conducted by the National Treasury Secretariat (STN), which makes the credit operations requested by the State eligible, regarding the risks analyzed by the National Treasury, for the granting of federal guarantees.

The payment capacity analysis assesses the fiscal situation of subnational entities, evaluating whether new indebtedness represents a credit risk for the National Treasury. The calculation methodology uses three indicators: indebtedness, current savings, and liquidity index. By evaluating the degree of solvency, the relationship between current revenues and expenses, and the cash situation, a diagnosis of the fiscal health of the State or municipality is made. Fiscal Ranking

The growth of Pará's evaluation in Capag reflects the improvement of the State's score in the Accounting and Fiscal Information Quality Ranking, which the National Treasury has published since 2020, aiming to encourage the improvement of the quality and consistency of fiscal and accounting data submitted by federative entities, including the Union, States, the Federal District, and municipalities. This year, Pará reached the 11th position among the States, moving from a B grade to an A grade.

“This result shows that the State Treasury area is regaining its performance in a short period, which was naturally affected by the implementation of the new Financial and Budget Execution System of the State of Pará (Siafe), which began operating in 2023, and required leaving the old system, Siafem, to start using this new tool. With the modernization of state financial administration, Pará is seeking full compliance with the standards established by the National Treasury, from the classification and registration of revenues, to the execution of expenses, and the compliance with deadlines for the reports of the Fiscal Responsibility Law,” informed the Secretary of State for Finance of Pará, René Sousa Júnior.

For the analysis of the Fiscal Ranking, data from the Annual Accounts Declaration and the Annual Balance Sheet, from the last quadrimester of the Fiscal Management Report (RGF) of the Executive Power and from the last bimonthly report of the Summary of Budget Execution Report (RREO) are used, all documents made available by the State of Pará through the Brazilian Public Sector Accounting and Fiscal Information System (Siconfi).
