More than three thousand young people gain space in the job market with the support of the government of Pará
State programs transform lives with education, employment, sports, and citizenship, building new stories and a future of opportunities

Actions that encourage insertion into the job market, the offering of undergraduate courses, participation in sports programs, and citizenship, culture, and leisure activities developed in the Usinas da Paz are among the main initiatives of the State Government in favor of the youth of Pará.
From 2019 until the first half of 2025, the 'Primeiro Ofício' program, from the State Secretariat of Social Assistance, Labor, Employment, and Income of Pará (Seaster), has already inserted more than 3,300 young people into the job market. The head of the department, Inocêncio Gasparim, emphasizes that the priority of the initiative is to increasingly expand access for the population of Pará to qualification and job insertion actions.
“We seek to invest in effective mechanisms to promote social inclusion, so that all 144 municipalities are contemplated, promoting well-being and generating employment and income for those seeking personal and professional growth, and therefore the expansion of the 'Primeiro Ofício' program is of utmost importance, as it reinforces our commitment to society and the development of our State,” points out the secretary.

Benefited by the program, Kaylane Almeida, 19 years old, a resident of Guamá, in Belém, secured a position as an administrative assistant. “The 'Primeiro Ofício' helped me, especially in the financial aspect to help with household bills. My dream is to give a better life to my parents and my siblings, and this is the first step. I am gaining experience, I met many people, and it changed my worldview,” she says.
EDUCATION – With an essential role in the education of young people at the higher education level, the University of the State of Pará (Uepa), present in different regions of the State, brings knowledge, science, and opportunities beyond the capital.
“Our mission is to offer a public, free, and quality education that prepares critical citizens, aware of their social responsibility and capable of transforming the reality in which they live, through regular graduation and special programs. The university is, above all, a space for collective construction, where academic knowledge dialogues with the demands of society and contributes to the development of the Amazon and the construction of the future of young people,” reinforces the rector, Clay Chagas.

A graduate of Uepa, Luana Oliveira, who holds a degree in Occupational Therapy, believes that the quality of the teachers, structure, and experiences provided by the university made a difference in giving her the confidence to start her own business. “My experience as a Uepa student was wonderful; it was a dream to be part of the health area of the university, which is a reference throughout Brazil. Since my second year, I was already able to have contact with patients, and that was a significant differential, in addition to participating in academic projects. Education transforms the lives of young people and builds new futures,” she assures.
SPORT – The State Secretariat of Sports and Leisure (Seel) develops programs such as Paradesporto, Talentos Esportivos, Bolsa Talento, and Sports and Leisure Workshops for the Community, aimed at youth, including ensuring the inclusion of people with disabilities (PcD) and providing financial support for athletes from Pará.

“Sports are for everyone, without barriers, and we seek to open doors for our young athletes to have opportunities to compete and grow. The Bolsa Talento, for example, is an incentive that helps maintain dedication to training and competitions. In general, these programs transform lives, reveal champions, and, above all, help to form citizens. The Government of Pará believes in the power of sports as a tool for social inclusion, opportunities, and a future for our youth,” highlights Cássio Andrade, head of Seel.
CITIZENSHIP – In 2024, according to the Secretariat of Citizenship Articulation (Seac), about 55% of the average audience of the Usinas da Paz was composed of young people between 15 and 29 years old. The main activities sought were sports and education programs, in addition to vocational courses in technology, fashion, and gastronomy.
“The Usinas da Paz are transformative spaces for the youth of Pará. Places where young people find opportunities for training, culture, sports, and leisure, in addition to a safe environment that stimulates creativity and social protagonism. It is gratifying to see how they embrace the activities and become active parts of the community. We continue to work to build a future with more hope and opportunities,” explains Elieth Braga, head of Seac.
The teenager Renan Neves, 17 years old, participates in the robotics course at UsiPaz Terra Firme. “It has been very good to have this experience, and I feel happy for the opportunity. The Usina brings a new world to young people. I am learning to assemble a robot; I have already learned programming, and now I am in the mechanical and assembly part. So, it is a great initiative, where several young people can learn new things,” he concludes.
