Seap begins "General Inspection" operation in all penal units of Pará

The action is part of Operation Círio 2025 and aims to reinforce security and tranquility in the penitentiary system during the festivities of Círio de Nossa Senhora de Nazaré

With the purpose of strengthening control and security in the 54 penal units of the State, the State Secretariat of Penitentiary Administration (Seap) initiated, this Thursday (9), the "General Inspection" operation. The measure is part of the set of preventive actions by the government of Pará to ensure order and tranquility for the population during the Nazarene period.

The operation began at the Santa Izabel Penitentiary Complex, which includes eleven prison units, including the General Penitentiary Hospital (HGP), and extends to all other units in the State.

Teams from the Penitentiary Action Group (GAP), the Penitentiary Operations Command (Cope), the Search and Recapture Group (GBR), and penal police officers who work directly in the penal houses are participating in the action.

The general inspection procedure in the blocks and cells was accompanied by the Deputy Secretary of Operational Management of Seap, Ringo Alex Rayol Frias, who emphasized the preventive nature of the action. “We are checking the prison environment, verifying service posts and ambient conditions. The goal is to ensure the enforcement of sentences, prevent any type of subversion of order, and ensure effective control of the penitentiary system. The inspection is essential to maintain the tranquility of the penal police and the balance within the units,” highlighted Ringo Alex.

The deputy secretary also recalled that the operation was defined in a meeting of the State Public Security System (Sieds), held last Monday (6), under the coordination of the Secretary of Public Security and Social Defense (Segup).

“The 'General Inspection' has an immediate positive effect: the control of the prison environment by the State and the guarantee of social peace to the Pará society, especially during this festive period of Círio, the 'Christmas of the Pará people',” he reinforced.

The commander of the GAP, Eslaine Almeida, reported that operators are working in the penitentiary complexes of Santa Izabel, Santarém, Marabá, and Paragominas. “There have been no incidents. The inspections are proceeding as planned and nothing illegal has been found. The outcome is positive,” she stated.

Captain Valdo Medeiros, who commands the Cope team, explained that the group operates with operators distributed among the units of Ananindeua, Marituba, Santa Izabel, Vitória do Xingu, Abaetetuba, Redenção, Tucuruí, and Itaituba.

“Everything is proceeding normally. Cope is providing support to the on-duty teams, and the inspections followed the expected routine,” he pointed out.

The general director of the Santa Izabel Complex, Sergeant PM Jefferson Leite, emphasized that the action has a preventive character and directly contributes to public safety.

“The inspection seeks to prevent any subversive action and ensure a safe Círio for all society. The control of the prison system directly reflects on security outside the walls. Therefore, this action is strategic and fundamental,” he stated.

Meanwhile, the director of the Closed Regime Custodial Unit V (UCR V), Willian Nogueira, emphasized that preventive inspections reinforce SEAP's internal protocols.

“The actions ensure order, discipline, and compliance with the rules, especially during a long weekend like this. Our focus is to maintain stability and security within the units,” he highlighted.

Action during Círio 2025

During the processions of the Círio de Nazaré, Seap will also operate with teams from the GBR and the Integrated Electronic Monitoring Center (Cime). According to Ringo Alex, the teams will assist security forces in monitoring individuals with alternative precautionary measures to imprisonment and in executing judicial warrants.

“In addition to internal control in the units, we will be supporting other security forces, in a preventive manner, to avoid reactive occurrences and ensure a peaceful Círio,” he concluded.

The "General Inspection" operation is ongoing in all penal units of Pará and is expected to be completed by next Monday (13).
