Sefa seizes 70 thousand irregular bags of cement in Santarém

Inspection by the Secretary of Finance of Pará identified the absence of ICMS collection on a load valued at over R$ 700 thousand

The Secretary of Finance of Pará (Sefa) seized 70 thousand bags of cement during an inspection action carried out at ports in Santarém, in the Lower Amazon, last Friday (4). The merchandise, which had departed from Manaus (AM) and was being unloaded in the Pará city, was valued at R$ 705,894.32.

According to the Coordination of Goods Control in Transit of Tapajós, the inspectors approached the vessel responsible for the transport and began checking the fiscal documentation. “The team of inspectors approached the vessel that brought the merchandise and the fiscal documentation was checked. There were 95 invoices, and we were cross-referencing, invoice by invoice, with the information from the Sefa system to verify if there was the collection of the ICMS tax substitution (ST) required in the operation, since the sender did not indicate the tax substitute registration on the invoices,” explained the coordinator of the Tapajós unit, Roberto Mota.

According to the coordinator, the analysis identified that, out of the total transported, 22 invoices did not present the collection of ICMS-ST. “Thus, we issued four Terms of Seizure and Deposit (TADs), charging tax and fine, totaling R$ 124,461.68,” Mota added.

Tax control mechanism

Tax substitution is a fiscal instrument that transfers the responsibility for paying the ICMS from one taxpayer to another within the marketing chain. In this model, instead of each company paying the tax on its stage of the operation, the collection is made in a concentrated manner, usually by the manufacturer or first seller, facilitating inspection and preventing tax evasion.

Sefa conducts regular inspections at ports, highways, and border posts to ensure the correct collection of taxes and combat the irregular transport of goods in the State.
