3rd State Conference on Human Rights defines proposals and delegates for the national stage

Event reinforced the commitment of the Government of Pará to human rights

The Government of Pará concluded, on the night of Friday (3), the 3rd State Conference on Human Rights, with the participation of more than 140 people, including representatives from civil society and public authorities. The meeting was promoted by the State Secretariat for Racial Equality and Human Rights (Seirdh), in partnership with the State Council on Human Rights (CEDH), and took place at the Institute of Legal Sciences (ICJ) and the Institute of Applied Social Sciences (ICSA) of the Federal University of Pará (UFPA), in Belém.

During two days of programming, proposals for public policies aimed at guaranteeing and promoting human rights were debated, highlighting the election of 36 delegates who will represent the State of Pará at the 13th National Conference on Human Rights, scheduled to take place from December 10 to 13, in Brasília (DF).

Diverse participation and collective construction

With the theme “For a National Human Rights System: consolidating democracy, resisting setbacks, and advancing the guarantee of rights for all people,” the state conference featured the presence of 93 delegates from 11 municipalities in Pará. The official opening, on Thursday (2), highlighted the keynote address by the national secretary for the Promotion and Defense of Human Rights, Élida Lauris, who emphasized Pará's prominence in social activism and popular organization.

During the debates, participants were divided into six thematic Working Groups (GTs), resulting in the consolidation of 18 priority proposals to be taken to the national stage. Of the total elected delegates, 25 are representatives of civil society and 11 from public authorities.

Evaluation of the state management

The head of Seirdh, Edilza Fontes, highlighted the importance of the moment and reaffirmed the government's commitment to the agenda.
“We conclude today the 3rd State Conference on Human Rights with a renewed sense of commitment. It was two intense days of debates, reflections, and articulations that reaffirm the importance of placing human rights at the center of public policies in our State,” she stated.

She also emphasized the relevance of regional diversity in the composition of the delegates.
“The participation of delegates from different municipalities shows the diversity of Pará and the strength of civil society, which joins public authorities in building proposals that will be taken to the national stage in Brasília. We elected representatives who will have the mission of defending, at the national level, the ideas and priorities discussed here, resulting from collective and democratic listening,” Edilza Fontes added.

Exhibition highlights the memory of resistance

During the program, the traveling exhibition “Charges of Resistance” was launched, which recovers the history of the military dictatorship in the Amazon through illustrations published in the Jornal Resistência — an alternative vehicle created by the Pará Society for the Defense of Human Rights (SDDH) in opposition to the authoritarian regime.

The exhibition features 28 historical charges and is part of the Citizenship, Memory, Justice, and Human Rights program, resulting from a partnership between Seirdh, Professor Anna Júlia Lustosa, and journalists Paulo Roberto Ferreira and Walter Pinto.

Next steps - With the conclusion of the state stage, Pará is now preparing to integrate into the national debates on public policies for human rights. The 13th National Conference will bring together representatives from all over the country in December, in Brasília, with the aim of strengthening the national system and ensuring advances in the human rights agenda in Brazil.
