Segup coordinates security actions for the Unified National Competition

More than 400 integrated public agents reinforce security activities for the 'Enem of competitions' exams, next Sunday, October 5

In Pará, Segup ensures integrated actions for the application of the Unified National Public Competition (CPNU) exams

The Secretary of Public Security and Social Defense of Pará (Segup), in partnership with the Ministry of Justice and Public Security (MJSP), coordinates security actions for the Unified National Public Competition (CPNU), which will take place next Sunday, the 5th, across the country. About 400 public agents are mobilized for security and logistics actions for the distribution of the exams and during the event that will be held in 17 municipalities in Pará.

According to data released by the organizing committee, 761,528 candidates will participate in the exams throughout Brazil. Pará ranks seventh in the total number of registered candidates among the other states in the country, with 35,957 candidates taking the exams in 76 educational locations distributed across 17 municipalities in Pará.

The Secretary of Public Security and Social Defense, Ualame Machado, highlights the actions developed by the integrated security forces, that is, from federal, state, and municipal spheres, to ensure that everything runs smoothly, from logistics to security around the exam locations.

"For this competition, we mobilized 400 public security agents, which includes the participation of various agencies from the state, federal, and municipal spheres so that the exams can be conducted with total security for the candidates. The planning for this operation began a few months ago, with support from the Ministry of Justice, to ensure that everything can be done safely, as in all our major operations. Thus, the escort of these exams will be carried out by the Military Police in conjunction with the Postal Service, so that they can arrive safely at the educational locations," said Secretary Ualame Machado.

He also emphasized: "In addition, our force has been reinforced in the municipalities where the exam will be applied to intensify patrols and maintain a presence on the roads near the exam locations so that everyone can take the test with peace of mind."

The logistics and escort actions carried out by the Military Police began on September 29. Monitoring and control by security agencies will start at 7 a.m. on October 5, with the activation of the State Integrated Command and Control Center, to ensure monitoring from the beginning of the logistics of escorting the exams, carried out by the Military Police, to the locations where they will be applied. The agents will also monitor the completion of the exams and the reverse escort, which is the return of the exam packages to the central location where they will be stored and subsequently sent to the state where they will be corrected.

Integration and Monitoring

The State Integrated Command and Control Center, located in the Segup headquarters building in Belém, will gather a representative from each agency involved in the actions of the event to monitor the escorts and distribution of the exams, as well as to track the movement around the exam locations through video monitoring cameras. This year, the exams will be held in 17 municipalities in Pará, namely, Belém, Ananindeua, Barcarena, Cametá, Bragança, Breves, Tucuruí, Marabá, Altamira, Santarém, Monte Alegre, Oriximiná, Redenção, Santana do Araguaia, São Felix do Xingú, Itaituba, and Parauapebas.

Innovation and System

This year, the Ministry of Justice and Public Security (MJSP) will use the Sinespcard 3.0 platform, an operational management tool, to monitor occurrences. Thus, all control and monitoring of these occurrences will be conducted through the Segup Integrated Operations Center, the Ciop, as explained by Ualame Machado.

"This year we will have an innovation in monitoring the exams, developed by the Ministry of Justice, using the Sinespcard 3.0 system as a management tool for the operation. Therefore, all operational planning and the operationalization, management, and monitoring of occurrences will be carried out within this platform. Thus, instead of activating the Integrated Command and Health Centers in the municipalities, as in previous years, we will optimize with the teams that are already trained by the Ciop. They will be operating in our Integrated Center on the day of the exam. The management of occurrences and escorts will be managed by the system, which will send this information in real-time to the National Integrated Command and Control Center in Brasília. This will keep track of all procedures that occur here, including the step-by-step of each occurrence. The occurrence and resolution of the service itself, such as escorts, the teams that will be working at the exam locations, and any event that occurs in any of the 17 municipalities in the state," emphasized the head of Segup.

Video Monitoring - About 31 electronic video monitoring cameras installed in the areas where the exams will be held in the Metropolitan Region of Belém (RMB) will be monitored. In total, 390 cameras will be used throughout the state, including public safety totems, to monitor and track security forces at the exam locations and their surroundings, ensuring greater safety for candidates.

The security actions conclude when all the packages are sealed and redirected to the central location where they are stored, to then be sent to the state where the exams will be corrected. The second stage of the competition will be completed on December 7.

Integration

Representatives from the Civil, Military, and Scientific Police, Military Fire Brigade, Civil Defense Coordination, State Traffic Department (Detran), Secretary of Penitentiary Administration (SEAP), as well as Segup and its linked agencies, such as the Air Group (Graesp), Integrated Operations Centers (CIOp), and Command and Control (CICC) participate in the actions. The Federal Police, Federal Highway Police, National Public Security Force, Municipal Guards, municipal traffic agencies, as well as Equatorial Energy (electricity concessionaire), Brazilian Postal Service, the agency responsible for conducting the competition, and the municipal health departments and Samu are also involved.
