State delivers Review of the PPA 2024-2027 to the Legislative Assembly of Pará
Document with contributions from society and state public agencies now goes for appreciation and voting by state deputies

The Government of Pará, through the State Secretariat of Planning and Administration (Seplad), delivered this Friday (29) the proposal for the Review of the Multiannual Plan (PPA) 2024-2027 to the Legislative Assembly of the State of Pará (Alepa). The document consolidates contributions from society and state agencies and will guide the execution of public policies in the next two years.
The PPA review was built in a participatory manner, with the realization of a workshop, review workshops, and public hearings. In addition, it ensured popular participation through the website Planeja Cidadão, where the population can send suggestions and contributions. Throughout the process, suggestions were received from citizens, representatives of organized civil society, and public managers, resulting in adjustments and new goals for government programs.

“The delivery of the Multiannual Plan review to Alepa represents an important step for the state, as this document is the result of a broad process of listening and social participation, which involved all integration regions and counted on the direct contribution of the population and state agencies. More than just numbers and goals, the PPA reflects the work of the Government of Pará, reaffirming its commitment to participatory, efficient, and transparent planning, which seeks to ensure sustainable development, social inclusion, and improvements in the quality of life of the people of Pará,” said the head of the department, Ivaldo Ledo.
There were over 1,700 contributions, with about 1,300 through the digital platform Planeja Cidadão, with contributions from all regions of Pará.
Workshop and Workshops
In March 2025, the State held a workshop aimed at state agencies to present the methodology and the Work Plan for the review of the PPA and LOA. The event was the first stage of the PPA review process, allowing each agency to understand its role in the process and contribute to the improvement of state planning.

Focusing on active listening and the strategic planning of government actions, the workshops were organized according to the axes and programs that make up the Plan. In these workshops, representatives from secretariats, foundations, autarchies, and other public institutions gathered to update goals, evaluate indicators, and align guidelines based on the priorities of state management.
Public Hearings
In total, three public hearings were held in the municipalities of Marabá, Santarém, and Belém. The main objective of the hearings was to strengthen popular participation in the construction of public planning, bringing the government closer to the real demands of the 12 macro-regions of the state. During the hearings, the State presented to the population the actions of each region that have already been included in the PPA.
With the delivery to Alepa, the bill will proceed for analysis and voting by state parliamentarians. The expectation is that, after approval, the review will guide the preparation of the Annual Budget Law (LOA) for 2026, ensuring greater integration between planning and budget execution.
