The Central Provisional Custody of Cidade Nova, in Ananindeua, and the Custody and Reintegration Unit of Mosqueiro, a district of Belém, were the most recent Pará prison houses to be equipped with video conferencing equipment for conducting hearings and virtual visits. With this, eight prison units already have installed systems. By the end of this year, twenty-seven will receive the kits.

The head of the Penitentiary Administration Directorate (DAP) of Seap, Colonel QOPM Odenir Margalho; the director of Criminal Execution (DEC) of Seap, Lucas Bellard; the director of Logistics, Property and Infrastructure (DLPI), Nacib Jordy; the director of the Central Provisional Custody of Cidade Nova, Lieutenant Colonel of the Military Police Diógenes Couto, and the director of the Custody and Reintegration Unit of Mosqueiro, Abedolins Xavier, were some of the representatives of the secretariat at the inauguration ceremony.

The director of the Central Provisional Custody of Cidade Nova, Lieutenant Colonel of the Military Police Diógenes Couto, praised the use of technology in administrative routines as a tool to streamline the flow of services. “And it could not be different in the judicial area, which is used as a tool to expedite hearings and logistics, since the penal officer will no longer need to travel, sometimes for a long journey, putting the mission at risk, depending on the level of danger,” he celebrated.

The director of the Custody and Reintegration Unit of Mosqueiro, Abedolins Xavier, classified the date as symbolic. “In our daily work, we try to do our best in custody and reintegration. We are all committed. We can only thank the partnership between the State Secretariat of Penitentiary Administration and the Court of Justice of the State,” he declared.

The auxiliary judge of the Presidency of the Court of Justice of Pará (TJPA), Charles Menezes Barros, representing the president of TJPA, Judge Roberto Gonçalves de Moura, emphasized that the initiative represents an advance in modernization and strengthening the bond between people deprived of liberty and their families, as well as providing more speed. “The administration is increasingly concerned with developing mechanisms that can bring security to all those involved in penal execution. This leap is very important because we know we will have faster hearings that are unlikely to be canceled. This room ensures safety in conducting hearings,” said the magistrate.

Partnership - The measure is the result of a technical cooperation agreement signed between Seap, TJPA, and the National Secretariat of Penal Policies (Senappen), of the Ministry of Justice. The document stipulates that TJPA is responsible for the acquisition, installation, and maintenance of up to 63 video conferencing kits, as well as managing the platform used.

Seap must ensure the necessary physical and technical infrastructure in the prison units, with individualized rooms, adequate connectivity, security, and accessibility. Senappen is responsible for monitoring and overseeing the execution of the project, ensuring the proper use of federal resources. The duration is 60 months.
