Pará reinforces commitment to literacy at the right age with the launch of Pró-SisPAE

Seduc's initiative prepares state and municipal networks for SisPAE 2025, aligned with the National Commitment to Literacy for Children and the goal of ensuring literacy at the right age

In a strategic action to strengthen the literacy policy in the State, the State Department of Education (Seduc), through the Undersecretary of Basic Education, has initiated the series of live broadcasts "Pró-SisPae Alfabetiza - 2025". The first broadcast took place this Thursday (14), aiming to prepare the public education network for the implementation of the Pará Educational Assessment System (SisPAE), aimed at 2nd grade classes of Elementary School.

The initiative arises as part of a broader effort to ensure that public school students are literate at the right age, as provided for in the National Commitment to Literacy for Children, from the Ministry of Education.

"We are holding a meeting with all municipal secretariats to discuss the importance of participation in SisPAE in 2025. Our main focus is to highlight the preparation period, encouraging and raising awareness among the networks about the relevance of this moment, especially in the 2nd grade of Elementary School. The live broadcast presents the characterization of the actions we are developing in the state network, promoting the dissemination of these practices and the engagement of the Semeds. This is a strategic moment, which we call Pró-SisPAE. We want to ensure that everyone understands not only the importance of the SisPAE assessment but also that it is essential to join efforts so that the State of Pará continues to advance in the number of children literate at the right age," said Júlio Meireles, Deputy Secretary of Basic Education at Seduc.

Pró-SisPAE is a mobilization and preparation strategy for 2nd grade classes of the state and municipal public networks, preceding SisPAE, which is a large-scale assessment that presents the diagnosis of public education in Pará, and maps, through standardized tests, the proficiencies of students from state and municipal networks in Portuguese Language and Mathematics and provides, through contextual questionnaires, information about the socioeconomic conditions of schools from the perspective of various members of the school community.

During the presentation, the General Coordinator of Literacy from the Ministry of Education, João Paulo Mendes de Lima; the Deputy Secretary of Network Management and Collaboration Regime of Seduc, Diego Maia; the state president of the National Union of Municipal Education Directors of Pará (Undime/PA), Sandra Helena de Lima; as well as teams from the municipal education secretariats and the Regional Education Directorates (DRE) of Seduc were present.

"It is necessary and urgent that our students are literate at the right age, that the public education network achieves its goals agreed upon through the National Commitment to Literacy for Children, but above all, we must ensure that our students can be beginner readers/writers, who interact more autonomously in different social contexts, especially with texts that circulate in everyday life, such as an invitation," emphasizes Carla Reis, director of Early Childhood Education and Elementary School I and coordinator of the Alfabetiza Pará Program.

On this occasion, it was indicated that the goals established with the Federal Government and with the municipalities will be consolidated through SisPAE directed to the 2nd grade, an assessment to be carried out on November 3 and 4, 2025.

The highlight goes to Article 3, item II, which defines as one of the main objectives of the assessment to ensure that the state and municipal networks of Pará have annual data for monitoring children's literacy, as provided for in Ordinance No. 351-Inep, of August 4, 2023.

The National Institute of Educational Studies and Research Anísio Teixeira (Inep) conducted, in 2023, the Alfabetiza Brasil Survey, which defined the cutoff point of 743 points on the Saeb proficiency scale for Literacy as the point from which a child can be considered literate. From the definition of the national literacy standard, the Child Literacy Indicator (ICA) was created, which indicates the percentage of students who have already achieved this result.

In July 2025, the Child Literacy Index of all federative entities was released, based on their respective external assessments. Inep parameterized the proficiency level that considers a child literate on the Saeb scale for the proficiency level of each State. That is, it defined what score a child would need to achieve in the external assessment of each State to be considered a literate child. In the case of the State of Pará, the cutoff score on the proficiency scale of the Pará Educational Assessment System (SisPAe) is 601, from which a child is considered literate.

Thus, with the aim of achieving the annual goals established by the National Commitment to Literacy for Children, as well as strengthening the public education network for the two main assessments to come, SAEB and, mainly, SisPAe, which is used as a parameter for calculating the ICA, it becomes necessary and urgent to mobilize the public education network of the State of Pará for a good application of SisPae for 2nd grade classes of elementary school.

Alfabetiza Pará - The Alfabetiza Pará Program, implemented in collaboration with the municipalities, aims to ensure that all children are literate by the end of the 2nd grade of elementary school. The initiative also works on the recovery of learning that was hindered in the early years, focusing on ensuring that students not only recognize letters and words but are readers and writers capable of interacting with different textual genres in their social contexts.
