In Operation Summer 2025, Seap carries out more than 295 strategic missions
Reinforced action in Salinópolis, Outeiro, and Mosqueiro contributed to the safety and monitoring of individuals with electronic ankle bracelets

The Government of Pará, through the State Secretariat of Penitentiary Administration (Seap), executed more than 295 strategic actions during Operation Summer 2025, which concluded last Sunday (3). The activities were carried out in the main resorts of the Metropolitan Region of Belém, such as Outeiro and Mosqueiro, as well as in the municipality of Salinópolis, in northeastern Pará.
The operation was part of the calendar of actions coordinated by the State Secretariat of Public Security and Social Defense (Segup), focusing on prevention, inspection, and ensuring order during the period of increased circulation in the state's leisure areas.

Inspection and electronic monitoring
The actions involved teams from the Search and Recapture Group (GBR) and the Integrated Electronic Monitoring Center (CIME), which acted in the execution of court orders, searches, and recaptures, as well as the inspection of individuals monitored by electronic ankle bracelets.
According to the commander of the GBR, penal police officer Richard Leão, the presence of Seap in the resort areas was essential to ensure compliance with the measures imposed by the Judiciary.
"Through the Search and Recapture Group, Seap inspects on-site the monitored individuals who, in case of non-compliance with the rules set forth in the court decision, are taken to the Integrated Command and Control Center (CICC), where the appropriate procedures are carried out," he explained.

The commander also emphasized the preventive effect of the operation. "With the approaches, we were able to verify the decrease in the number of monitored individuals frequenting the leisure areas, which is a positive reflection. Thus, we reduce the risk of reactive occurrences. This is our line of work," he added.
Integrated action in the prison system
During the five weekends of Operation Summer, Seap mobilized approximately 2,900 penal police officers, distributed across the 54 prison units in the state and their specialized forces. The coordination was under the responsibility of the Deputy Secretariat of Operational Management (Sago), with the support of the Institutional Security Advisory (ASI) and the Command of Penitentiary Actions (Cope).
The specialized teams acted in preventive and repressive actions, including inspections of bars, show houses, and similar establishments. Seap also deployed 83 operational vehicles for patrols, escorts, strategic movements, and intelligence actions.

The Penitentiary Administration Directorate (DAP) organized, in partnership with the heads of the units, a rigorous control of general and structural searches, according to the parameters of the Operational Procedures Manual (MPO). The actions included internal surveillance, access control, maintenance of discipline, and the application of regular operational patrols.

As part of the State Public Security and Social Defense System (Sieds), Seap reinforces its commitment to social peace and effective oversight of the penitentiary system, contributing to the success of preventive and security actions in the most frequented regions of the state during the summer.
