On July 21, 22, and 23, the Custody and Reintegration Unit of Itaituba (UCR Itaituba), in the western region of Pará, hosted the 37th edition of the "Citizenship in Prison" action, a joint initiative of the State Secretariat of Penitentiary Administration (Seap), through the Criminal Execution Directorate (DEC), and the Public Defender's Office of the State (DPE-PA). The aim is to guarantee and facilitate access to justice for people deprived of liberty (PDLs).

During the three days of activities, all 356 inmates of the unit were attended by a team from the Public Defender's Office composed of 12 specialized staff members, who provided legal guidance, clarified doubts, and offered legal counseling. Seap, through the DEC, organized logistical support for the execution of the mutirão.

For Lucas Bellard Pereira Mariúba, director of Criminal Execution at Seap, the initiative reaffirms the secretary's commitment to citizenship in the prison system. "This project is of great importance to our secretary, as the legal assistance at the Itaituba Unit promotes the practice of citizenship, which is one of the secretary's priorities. Ensuring rights and dignity for people deprived of liberty also includes keeping them informed about their procedural situation," he stated.

The action also had the support of the unit's management team and staff from the Penitentiary Operations Command (COPE/Seap), ensuring the organization and security of the services provided. The initiative strengthens the commitment of the Government of Pará to human rights, social reintegration, and the effectiveness of criminal execution.

Fair Sentence Plan

The execution of procedural mutirões is part of the Fair Sentence Plan, developed by the Federal Government and the National Justice Council (CNJ) in compliance with a decision from the Federal Supreme Court (STF), focusing on regularizing the procedural situation of people deprived of liberty throughout the country.
