State Government advances in the discussion on the regulation of Artificial Intelligence in Pará

The Working Group created by the state executive aims to formulate the Pará Strategy for Artificial Intelligence and the State Legal Framework for AI

The Government of Pará is developing the Pará Strategy for Artificial Intelligence (EPIA) and a State Legal Framework on the use of AI, reinforcing its commitment to technological innovation in the state. In May, Decree No. 4,690 was published, which established a Working Group (GT) to propose preliminary guidelines that guide the responsible adoption of this technology.

The initiative stems from the recognition that artificial intelligence is a strategic and transversal tool, with the potential to transform public administration, stimulate innovation, and promote sustainable development, respecting the cultural, social, and digital diversity of Pará.

According to State Attorney Lilian Haber, president of the group, the goal is to map the current use of AI in the state and outline future projections based on good practices and solutions that prioritize the ethical and socially responsible use of technology.

“The GT is an important first step to think about public policies in an integrated way. We are working on two main axes: one focused on public administration, analyzing how AI can enhance management and services; and another focused on innovation, especially in areas such as health, environment, and climate monitoring,” she explains.

Integrated action - The GT brings together strategic institutions from the state, such as the State Attorney General's Office (PGE), the Information and Communication Technology Company of Pará (Prodepa), the Guamá Science and Technology Park (PCT), the School of Public Governance (EGPA), and the Military Fire Brigade of Pará (CBMPA).

Representing Prodepa, technical advisor Ulisses Weyl highlighted the company's role in the digital transformation of the state. “Prodepa contributes with technical knowledge and execution capacity. We work transversally with all Executive bodies, which allows us to design and implement AI-based solutions focused on public interest, digital sovereignty, and sustainability.”

On the other hand, the PCT Guamá, which operates at the interface between academia, the public sector, and the market, also plays a central role in the construction of the guidelines. For technical director Carlos Renato Francês, the Park's participation is strategic:

“We have experience in developing technological solutions aligned with local reality. This experience will be essential to ensure that the AI Legal Framework has practical applicability and respects regional specificities.”
