In Santarém, Government delivers space to consolidate social reintegration policy in the Western region
The Integrated Electronic Monitoring Center has the capacity to serve about 500 people deprived of liberty, being essential as a technological alternative to imprisonment
Governor Helder Barbalho, Deputy Governor Hana Ghassan, and the Secretary of State for Penitentiary Administration, Colonel PM Marco Antonio Sirotheau Corrêa Rodrigues, delivered this Friday (27) the Integrated Electronic Monitoring Center (NCIME), fully restructured, in Santarém, a municipality in western Pará. Reformed in partnership with the State Court of Justice (TJ-PA), the project relied on prison labor.

The work was necessary due to the growing demand for monitored individuals. The Center was installed in one of the rooms of the Integrated ParáPaz Unit (UIPP) and has a staff composed of five qualified prison officers and a psychosocial team (psychologist and social worker), one field technician, and two technicians in Penitentiary Management, who develop work with people deprived of liberty (PPLs).
Helder Barbalho thanked the head of Seap and the staff involved in the installation of the prison monitoring system. “Congratulations to all the collaborators who made it possible for this space to be delivered today,” emphasized the governor.

Social Return - With family origins in Santarém, Secretary Marco Antonio Sirotheau Corrêa Rodrigues emphasized that the expansion of NCIME “will enable us to provide the magistrate with the option to adopt, through technology, alternative measures, different from imprisonment behind walls, from incarceration.”
The secretary stated that the space will be used to monitor the performance of the person deprived of liberty who will be resuming social interaction. “We will be able to monitor this PPL already returning to social coexistence. Instead of being behind bars, they will already be in social interaction, preparing to return to their normal life after serving their sentence,” explained Marco Antonio Sirotheau Corrêa Rodrigues.

Control - Director of the Electronic Monitoring Center in Santarém, Lieutenant Colonel Priscila do Nascimento Viana informed that the Santarém Center is responsible for the municipalities in western Pará that appear on a map, which includes all active monitored individuals. “This electronic monitoring is entirely controlled by the central and its centers. For example, if the monitored individual violates any of the precautionary measures established by the judge, it will be reported here. An alert will indicate if there has been a daily violation or a violation because they are not charging the device,” the manager informed.

According to Priscila do Nascimento Viana, all violations are reported in the system. “We contact the monitored individuals by phone or by vibrating the ankle bracelet. All this information is sent to the Judiciary. The judge decides whether the monitored individual remains or regresses in their regime,” said the director, adding that monitoring represents a test to evaluate the monitored individual. “It is essential that we can follow up, see if the monitored individual is complying with the rules, if the precautionary measures are adequate, really, for them to be reintegrated into society,” she added.
