Pará holds public hearing on the transfer of naming rights of public spaces to private initiative

The proposal aims to attract investments, improve infrastructure, and strengthen public policies in areas such as Culture, Sports, and Tourism

The Government of Pará, through the State Secretariat of Planning and Administration (Seplad), will hold a public hearing to discuss the transfer of the "naming rights" of important public spaces in the State. The goal is to ensure transparency and social participation, allowing the population to understand the process and contribute with suggestions and opinions.

The initiative seeks to attract private investments, aiming at the enhancement, modernization, and improvement of infrastructure and services offered to the population. The proposal consists of establishing partnerships with the private sector, linking the names of public facilities to sponsoring brands, a practice already adopted in states like São Paulo and Bahia.

According to Gabriel Perez, Deputy Secretary of Modernization and Administrative Management of Seplad, the measure represents a step forward in the management of public assets. "We are talking about an initiative that combines innovation, fiscal responsibility, and public interest. The establishment of partnerships increases the visibility of these spaces, enhancing their socioeconomic usage potential. Furthermore, the revenue generated can be applied both to the maintenance and improvement of the facilities and to the financing of public policies," he explained.

In addition to direct benefits to public spaces, the proposal also opens strategic opportunities for cultural, sports, and tourism development in the State, ensuring that these locations remain references in their fields.

During the hearing, the possible economic, social, and cultural impacts of the proposal will be presented. The government reinforces its commitment to seek a balanced and advantageous decision for the State and society, ensuring broad listening to the population.

The meeting will be held on June 26, 2025, at 10 a.m. (Brasília time), in the auditorium of the Attorney General's Office of the State, located at Rua dos Tamoios, No. 1671, Batista Campos neighborhood, in Belém. Public participation is essential to ensure the legitimacy of the process.

About the bidding

The transfer of naming rights is authorized by State Law No. 10.963/2025 and is based on the advertising exploitation of public facilities, preserving their original names. The process will follow the principles of Law No. 14.133/2021 (New Bidding Law), ensuring technical, legal criteria, and transparency.

Five public facilities will be included in the bidding: Olympic Stadium Journalist Edgar Proença (Mangueirão), Arena Guilherme Paraense (Mangueirinho), Cultural-Tourist Complex Estação das Docas, Hangar Convention and Exhibition Center of the Amazon, and Zoobotanical Park Mangal das Garças. The bidding will require sustainability criteria, integrating economic, social, and environmental aspects.
