Average time to open low-risk businesses in Belém drops from 23 hours to just 10 minutes, with support from Jucepa and institutional partnerships

Belém has just reached a historic milestone in the business environment. According to data from the Commercial Registry of the State of Pará (Jucepa), the average time to open businesses in Belém has drastically decreased, reaching the impressive time of 10 minutes in May 2025, a 300% reduction in the viability time in the capital of Pará.

This record time applies to businesses classified as low-risk, those that do not require prior licensing or inspection by regulatory bodies to start operations. Examples include beauty salons, small shops, clothing stores, design services, consultancies, studios, maintenance service providers, and administrative offices, among others.

The achievement is even more significant when compared to previous data. In June 2024, the minimum time was 3 days and 18 hours. In the following month, July 2024, it dropped to 48 hours. By April 2025, it was possible to open a business in 23 hours. Now, in May 2025, the process can be completed in just 10 minutes, representing a significant leap in efficiency.

The president of Jucepa, Filipe Meireles, celebrated the achievement, highlighting the importance of joint work and commitment to reducing bureaucracy. “We are talking about real agility, removing bureaucracy from the way and making space for those who want to grow. This result shows that it is indeed possible to do things differently and better. Congratulations to the Jucepa employees who work every day to transform public service!”

Meireles also emphasized that the success is a result of the integration between different agencies and levels of government. “This achievement is also the result of the union of forces with the City Hall of Belém, the State Government, and the involved secretariats. When we work together, the population wins!”

In addition to presiding over Jucepa, Filipe Meireles also leads the State Committee of Redesimples (SGSim), and emphasizes that he is continuously working to further increase the number of activities considered low-risk. The goal is to further facilitate the business environment in Belém, promoting formalization and encouraging entrepreneurship with fewer barriers.

The reduction in the viability time for businesses is strategic for the economic development of the state. It makes life easier for those who want to start a business, reduces operational costs, and encourages the formalization of businesses. Jucepa's goal now is to maintain this standard and expand the benefits to other business profiles.
