Semas highlights advances in training agents for the analysis and validation of the Rural Environmental Registry (CAR)
The actions were carried out in accordance with Normative Instruction No. 01, dated May 19, 2023

The State Secretariat for the Environment and Sustainability of the State of Pará (Semas), through the Regulariza Pará Program in partnership with the Amazon Environmental Research Institute (Ipam), conducted, during the last week, in the municipality of Altamira, training for more than 40 public agents from nine municipal secretariats in the Transamazon region, for the analysis and validation of the Rural Environmental Registry. The action is the result of work that has been developed with the municipalities qualified in the state of Pará, starting from the Municipalization of CAR Analysis.
“It is important to emphasize that the state of Pará is a pioneer in the policy of decentralizing CAR analysis, being one of the strategies of the Regulariza Pará Program (Decree No. 2,745/2022), to increase hectares of regular areas in the State, generate greater speed in the environmental regularization process, and promote greater autonomy to municipal environmental agencies. Currently, Pará already has 73 municipalities qualified for the analysis and validation of the Rural Environmental Registry - CAR, representing an advancement of over 50% in the decentralization of environmental administration as a way to strengthen the environmental management of municipalities,” explains the technical advisor of the Geotechnology Directorate of Semas (Digeo), Assucena Lebre.

The training conducted through the Deputy Secretariat for Environmental Management and Regularity (Sagra) seeks to cooperate with the municipality in the necessary actions for the application, effectiveness, and advancement of rural environmental regularization, starting from the analysis and validation of CAR, aiming to ensure continuous technical support in the technical qualification of municipal servers.
“The training offered by the Regulariza Pará program plays a fundamental role in assisting municipal technicians in conducting analyses according to the technical and legal procedures established by Semas. This process ensures that rural producers receive validated CARs suitable for carrying out productive activities sustainably, always in compliance with current legislation,” highlights Plínio de Lima Morais, responsible for the analysis and validation of CAR at the Municipal Secretariat of the Environment (Semma) of Brasil Novo.
During the training, Digeo technicians provide data, manuals, environmental bases, guidance on the regulatory framework, and technical procedures related to the analysis and validation of CAR, as well as guidance on filling out the Annual Plan and the quadrimestral reports and other necessary information for the integration of environmental regularization actions.

The partnership between Ipam and Semas has played a strategic role in strengthening the environmental agenda in the municipalities of Transamazon and Xingu. Together, the training aimed at technicians from municipal environmental secretariats enhances local technical capacity and promotes the effectiveness of environmental actions in the territory.
"This joint effort between Ipam and Semas reinforces the commitment to a more sustainable and inclusive development, based on the appreciation of territories and the preservation of the natural resources of the Amazon,” concludes Elis Trzeciak, regional coordinator of Ipam - Transamazon and Xingu.
The actions of Semas have been decisive in providing tools, guiding procedures, and ensuring conditions for municipalities to advance in the environmental regularization of rural properties. Regularized properties, in turn, represent a fundamental step towards access to public policies aimed at family farming, rural credit, payments for environmental services, and insertion into markets that require environmental compliance, such as international regulations against deforestation.
