Semas discloses Green ICMS indices for transfers to municipalities in 2026

Publication in the Official Gazette consolidates percentages based on environmental criteria and reinforces the state policy of promoting sustainability

The State Secretariat for Environment, Climate and Sustainability (Semas) published, this Tuesday (25), in the Official Gazette of the State, the definitive indices of the Green ICMS that will guide the transfer of resources to the 144 municipalities in Pará throughout the year 2026. The percentages are established in Semas Ordinance No. 5,084/2025, which came into effect on the date of its publication and is already available for public consultation.

The Green ICMS is a mechanism created to promote good environmental management practices through the redistribution of part of the revenue from the Tax on Circulation of Goods and Services (ICMS). The methodology considers variables such as environmental preservation, land regularization, and sustainable management, in line with the Government of Pará's strategy to combine socioeconomic development and conservation of natural resources.

Consolidated environmental criteria

The indices published by Semas were calculated based on eight environmental variables, with distinct weights:

  • Rural Environmental Registry (CAR) – 14%
  • Permanent Preservation Area (APP) – 12.96%
  • Legal Reserve Area (ARL) – 11.08%
  • Remaining Native Vegetation (RVN) – 13.92%
  • Anthropized Area (AA) – 12.14%
  • Restricted Use Areas (UR) – 11.50%
  • Sustainable Use Areas (US) – 14.38%
  • Analysis of CAR in the Municipality (ACar) – 10.02%

The Single Annex of the ordinance presents the list with the consolidated percentages by municipality, which will serve as the basis for transfers throughout the entire year of 2026.

Transparency and encouragement of environmental management

For the Secretariat of the Environment, the disclosure of the indices represents another step in consolidating a public policy focused on sustainability with governance and equity.

“The publication of the definitive indices of the Green ICMS reinforces Semas' commitment to ensuring transparent criteria aligned with the state's environmental policies. This instrument is essential to encourage municipalities to advance in environmental regularization, forest protection, and sustainable land use. By strengthening local management, Pará consolidates a public policy that unites conservation, governance, and sustainable development,” highlighted Rodolpho Zahluth Bastos, Deputy Secretary of Environmental Management and Regularity at Semas.

With this measure, the State Government strengthens technical and financial support to municipalities, stimulating local actions that contribute to environmental conservation, land regularization, and sustainable management of Pará's territories.
