Pará makes historic leap and takes 2nd place in the national ranking for opening businesses
Belém leads among the capitals and the State records an average time of 19 hours, a result of digitization and bureaucratization efforts
Pará has recorded a historic advance in the Brazilian business environment. Data from the Business Map – 2nd Quadrimester of 2025, released by the federal government, shows that the State jumped from 27th to 2nd place in the national ranking for time to open, viability, and registration of businesses. This performance is the best ever achieved by Pará since the beginning of the historical series.
The report also indicates that Belém is currently the most efficient capital in Brazil, with a total time of one day and four hours to open a business - a result that places the municipality ahead of all evaluated capitals.
State records a record and consolidates among the fastest in the Country
According to the federal bulletin, Pará reduced its total average time to 19 hours, an advance of 9.5% compared to the previous quadrimester. Between May and August 2025, the State recorded: 32,555 businesses opened and 16,882 closed, resulting in a positive balance of 15,673 new businesses. This result positions Pará as a national reference in agility and bureaucratization.
Belém takes the lead among the capitals
Belém appears at the top of the national ranking with the shortest time to open businesses among all Brazilian capitals. The report shows: one day and three hours in the viability stage; zero hours in the registration stage, with fully automated processing; one day and four hours in total time.
This performance places the capital of Pará in first place in the Country and reflects the investments made by the State government in modernizing business processes.
The rapid evolution of Pará is linked to a set of actions coordinated by the Commercial Board of Pará (Jucepa), such as: digitization of the entire opening process; all services are now offered online, which reduced travel and increased efficiency; automation of registration; the State is among the few in Brazil with zero registration, released immediately by the system; integration with municipalities and public agencies; the viability response has become faster and standardized, reducing historical bottlenecks.
Simplification of steps and regulations
New flows have reduced requirements and facilitated the path for those who wish to undertake.
The president of the Commercial Board of Pará, Filipe Meireles, celebrated the result and stated that the ranking confirms the impact of the bureaucratization measures implemented in the state.
“This result shows that Pará has become a national reference in the business environment. We have reduced steps, digitized processes, and strengthened integration with municipalities. Belém becoming the most efficient capital in the country is a historic milestone, the result of much technical work and innovation,” he stated.
He also highlighted that the focus of the Commercial Board has been to make the process increasingly simple, fast, and predictable for entrepreneurs.
“The mission of Jucepa is to make life easier for the entrepreneur. An agile environment attracts investments, generates jobs, and boosts the economic development of Pará,” he added.
