Pará records a 58% drop in the crime rate in October
State investments in education, health, leisure, incentives for professional qualification, and job market insertion opportunities contribute to the reduction of violence
In addition to direct investments in the public safety structure, with personnel training, vehicle purchases, vests, weapons, and improvements in police station infrastructure, the advancement of various public policies implemented by the Government of Pará is a differentiator in ensuring the reduction of the rates of Violent Intentional Lethal Crimes (CVLI), which include homicide, robbery followed by death, and bodily injury resulting in death. In October alone, the recorded drop was 58%. In the ranking of the months of October, 2025 leads with the lowest number of records compared to October 2018.
Master in Political Science from the Federal University of Pará (UFPA), Jonatas Souza cites the role of the Peace Factories as strategic for achieving this result. “There are more than 70 free services available to the population, involving investments in education, health, leisure, incentives for professional qualification, and job market insertion opportunities. The presence of the Peace Factories in the State is an important factor for reducing violence, as well as other social investments guaranteed by the Government,” he emphasizes.
Citizenship Complexes - With 18 Peace Factories in full operation, which have already guaranteed more than 10.9 million services, and another 19 under construction, the state government continues with the goal of expanding the UsiPaz to various regions. The citizenship complexes have modern and functional structures to meet the demands of the population.
The UsiPaz in Cabanagem, in Belém, delivered in 2022 by the State, transformed the reality of families living in the neighborhood, according to Isabelle Coelho, who lives near the complex. “Before, fear was installed. People wouldn’t stay in front of their houses. Everyone would go inside early, including businesses. With the arrival of the Peace Factory, this reality no longer exists. People have begun to take pride in living in Cabanagem, to feel safe, and to have dignity. I can no longer think of the neighborhood without the Factory because it has definitely brought meaning to our lives,” assures the resident.
Data – According to data released by the Undersecretary of Intelligence and Criminal Analysis (Siac), linked to the State Secretariat of Public Security and Social Defense (Segup), from October 1 to 31, 2025, there were 144 occurrences of Violent Intentional Lethal Crimes in the State, while in the same period in 2018, 340 cases were recorded.
Homicide cases fell by 60.25% across the State, with 322 and 128 cases recorded in October 2018 and 2025, respectively. From January to October of this year, 1,527 cases of CVLI were recorded in the State, proving a reduction of 55.58% compared to the same period in 2018, which represents the preservation of 1,911 lives in absolute numbers. Regarding the number of homicides recorded in ten months of 2025, Pará showed a reduction of 56.60% when comparing the same period with 2018.
“The results demonstrate that the strong investments of the Government in public safety in Pará have had an effect. Recently, more than R$ 50 million in equipment and new structures were delivered, used by the best police forces in the world, seeking, more and more, to reduce crime. All of this is also supported by a social public policy that is truly transversal and involves all secretariats, which is the Territory for Peace (TerPaz), through the Peace Factories. It has been a perfect combination of security and access to services for society,” informs Ualame Machado, head of Segup.
