Semas promotes lecture on the New Environmental Licensing Law in Belém

The initiative was from the Environmental Licensing Directorate (DLA) of the secretariat and brought together servers about the legislation that will come into effect in February 2026

Lawyer, environmental law specialist, Alexandre Sion addressed important points of the General Licensing Law

The New General Environmental Licensing Law was presented in a lecture at the auditorium of the headquarters of the State Secretariat for Environment, Climate and Sustainability, on Wednesday (29), in Belém. The action coordinated by the Environmental Licensing Directorate (DLA) presented to servers from various areas of Semas the most recent updates obtained by the legislation, which will come into effect in February 2026.

“The General Environmental Licensing Law (LGLA), sanctioned in August 2025, brought a new scenario for the handling of environmental licensing processes, thus, updates such as national standardization, new types of authorizing acts, new technical criteria, and maximum issuance deadlines will come into effect in February 2026, thus, the DLA has been preparing to adapt to this new reality, and today had the opportunity to discuss the subject through a workshop with Dr. Alexandre Sion, an environmental law specialist,” said Marcelo Moreno, director of Environmental Licensing at Semas.

Invited by Semas, lawyer and environmental law specialist Alexandre Sion delivered the lecture and addressed important points of the General Law that covers the entire national territory. He discussed topics such as Preliminary Licensing (LP), Installation Licensing (LI), and Operation Licensing (LO).

“The expectation for this event is to discuss this new Environmental Licensing Law, which was sanctioned in August and is set to come into effect in February next year. We are currently forming working groups to start understanding how this law will affect the work of the secretariat as the environmental licensing agency,” says Ricelly Maia, manager of Industrial Projects at Semas.

Rosa Mendes, from the Coordination of Industry, Commerce and Services of the secretariat, said that “the objective of the meeting was to update the servers considering the new parameters addressed in this new general law and the modifications that the state environmental agency will have to make internally for applicability starting next year, as provided.”

“The initiative to promote this event demonstrates the vision and commitment of the management to the excellence and continuous updating of the public servants of Semas,” said Rebeca Monteiro Reitz, coordinator of the Social Technologies and Climate Resilience Center of Semas.
