Pará gains national prominence with 100% Pará proposal approved at the 4th National LGBTQIA+ Conference
The State delegation played a leading role in Brasília, reinforcing the commitment of the Government of Pará to the rights and citizenship of the LGBTQIA+ population
Pará concluded its participation in the 4th National Conference on the Rights of LGBTQIA+ Persons, held in Brasília, with a historic milestone: among the sixteen priority proposals approved at the national level, one was exclusively developed by the Pará delegation. The event, which ended last Friday (24), brought together 43 representatives from the State, who actively contributed to the construction of the National Plan for the Promotion of Human Rights and Citizenship of LGBTQIA+ Persons.
The participation of Pará is a direct result of the 5th State Conference on the Rights of LGBTQIA+ Persons, promoted by the Government of Pará, through the Secretary of Racial Equality and Human Rights (Seirdh), in partnership with the State Council for Sexual Diversity (CEDS). The state meeting was responsible for systematizing and forwarding the proposals that gained national prominence.
Recognized Pará leadership
According to Gabriela Borja, the coordinator of Sexual Diversity and Gender at Seirdh, the outcome of the conference reflects the commitment and strength of Pará's representation.
“Pará had delegates from civil society and public power, representatives from Parauapebas, Eldorado do Carajás, Igarapé-Miri, Belém, Ananindeua, and Marituba. We had one of our proposals approved as a priority, constructed by the State of Pará — a 100% Pará authorship — and approved in the final plenary. It is very gratifying to see Pará's leadership being recognized nationally,” she highlighted.
Debate axes and social engagement
During the conference, Pará delegates participated in working groups, thematic tables, and national articulations, expanding the dialogue with representatives from all regions of the country. The program was divided into four guiding axes:
Confronting LGBTQIA+ violence;
- Dignified work and income generation;
- Intersectionality and internationalization;
- Institutionalization of the National Policy on the Rights of LGBTQIA+ Persons.
- For Iracema Moraes, delegate and representative of civil society for the LesbiPará movement, the engagement of the Pará delegation reinforces the historical role of the State in the fight for LGBTQIA+ rights.
“We have a delegation very committed to LGBTQIA+ causes, as there are many activists and social movements in Pará formed by people who fight daily, for years, for the guarantee of our rights,” she stated.
She also highlighted the importance of the event as a symbol of progress and resistance. “The realization of this conference has already been our greatest advance for the LGBTQIA+ population of Pará. We continue to fight for a Pará without LGBTphobia,” she added.
Next steps
After the approval of the proposals, the next step will be the systematization and sending of guidelines to Brazilian states and municipalities. According to Gabriela Brito Ferreira, the director of Human Rights at Seirdh, this process will be fundamental for the planning and execution of public policies in Pará.
“It is through this systematization of ideas that we will be able to plan our actions. The State, through its secretariats, can better direct and define the value that will be allocated to each of these proposals — whether in the area of health, education, or social assistance. And it is from this that we can plan what our goals will be in future OGE services,” she explained.
The 4th National Conference on the Rights of LGBTQIA+ Persons was held from October 21 to 24 in Brasília and was part of a national mobilization process that involved more than 21,000 people across Brazil since the beginning of 2024. The event reaffirmed the country's commitment to promoting citizenship and confronting inequalities, with Pará being one of the main protagonists of the debate.
