Seap does not register occurrences with monitored individuals during Círio 2025
Integrated actions ensured tranquility and safety, mobilizing more than 50 agents and 12 vehicles from the Penal Police
The State Secretariat for Penitentiary Administration (Seap) concluded the first stage of the Nazaré Festivity without registering any occurrences involving electronically monitored individuals. The result is a product of the actions of the teams from the Integrated Electronic Monitoring Center (Cime) and the Search and Recapture Group (GBR), which reinforced the actions of the Círio Operation, coordinated by the State Secretariat for Public Security and Social Defense (Segup).
More than 50 agents and 12 vehicles from the Penal Police were on the streets, in joint operations with other agencies that make up the State Public Security and Social Defense System (Sieds). Between October 7 and 12, the period of highest flow of pilgrims and the main processions, the GBR participated in 10 integrated actions, focusing on monitoring compliance with electronic monitoring rules.

The work was carried out in conjunction with the Cime teams, stationed at the Integrated Control and Command Center (CICC Mobile), at the Central CICC, at the Segup headquarters, and at the Cime base. The teams acted in the video monitoring of the points of greatest concentration of pilgrims and in the supervision of the monitored individuals, calling the GBR whenever necessary.
Effective Supervision - The Deputy Secretary of Operational Management of Seap, Ringo Alex Rayol Frias, highlighted the positive result of the Operation. “There are no records of significant occurrences involving monitored individuals during all the processions of the Círio de Nazaré. The Penal Police worked through the GBR and Cime in supervising monitored individuals and in executing arrest warrants for individuals deprived of liberty who are under precautionary measures. Thus, we reduced violence rates, assisting security forces in the effective supervision of public safety,” informed the manager.
Ringo Alex Frias added that the work continues continuously in the prison units. “This results primarily in the recovery of the operational capacity of our units, the tranquility for our police to work more safely within the prison environment, and, above all, social peace,” he concluded.

The commander of the GBR, Penal Police officer Richard Leão, reinforced the success of the actions during the Círio.
“The GBR acted in the joint operations of Sieds, focusing on monitoring the rules of electronic monitoring, especially in the locations where the Círio 2025 events take place. Additionally, the GBR provided direct support in the main processions of this year. It is worth noting that there were no significant occurrences involving monitored individuals during this period,” said Richard Leão.
With planning, integration, and constant presence on the streets, Seap reaffirms its commitment to public safety and the tranquility of the population during one of the largest religious events in the country.
The Círio Operation continues until October 27 (Monday), when the Recírio is held, a pilgrimage that concludes Círio 2025.
