Government of Pará presents fiscal targets for the 2nd quadrimester of 2025
With a balanced fiscal situation, the State maintains investments in strategic areas, highlighting works and services in health, education, security, and urban mobility
The Government of Pará, through the State Secretariat of Planning and Administration (Seplad) and the State Secretariat of Finance (Sefa), presented to the Legislative Assembly of the State of Pará (Alepa), this Tuesday (30), the fiscal targets for the 2nd quadrimester of 2025. The initiative meets the requirements of the Fiscal Responsibility Law (LRF), which demands periodic demonstration and evaluation of compliance with the established targets for public accounts. During the hearing, the main results of the State's budgetary and financial execution were presented, such as revenues, expenses, investments, and fiscal indicators.
During the session reviewing the actions of the State government, the Deputy Secretary of Planning and Budget of Seplad, Nazaré Nascimento, highlighted the main investments and works delivered to the population.

“I believe that one of the most important works delivered in the health area was the Women's Hospital in the Metropolitan Region. It is new, adapted, with several beds and a policy focused especially on women. In addition, regional hospitals have been rebuilt and others are already being delivered. In the infrastructure area, the construction of several overpasses stands out, which are improving traffic in the region, bringing more mobility and accessibility. We also have the 'Creches Por Todo o Pará' Program, which helps many families who do not have anyone to leave their children with. This allows mothers to seek income-generating opportunities, knowing that their children are well cared for in full-time schools, with a good basic education,” emphasized the deputy secretary.
Nazaré Nascimento continued, highlighting that "the Peace Factories also deserve attention. They integrate various technical and social services, such as cooking workshops, baking, sports activities, swimming and basketball classes, medical consultations, and physical exercises, benefiting mainly low-income people. These works are structural and of great importance. Today, for example, we have 31 works related to the legacy of COP, funded by Treasury resources, lost funds such as those from Itaipu, or through credit operations. These are initiatives that are truly being delivered, and that are increasingly bringing quality services to the people of Pará.”

The State maintained strategic investments in various areas, with R$ 127 million in health; R$ 262 million in education and R$ 117 million in public security. In infrastructure, R$ 2.6 billion were allocated for urban mobility, basic sanitation, and road improvements in different regions, in addition to R$ 411 million in other areas, totaling about R$ 3.5 billion in investments. These resources reinforce the government's commitment to the development of Pará and the improvement of public services.

Balance - According to information from the Secretary of Finance, the total revenue realized, up to the 2nd quadrimester of 2025, was R$ 41.832 billion, with R$ 21.505 billion in state taxes.
“The fiscal situation of the State is balanced, and revenue continues to grow. Today, we have a primary result of over R$ 1 billion, meaning that revenues exceed expenses. Debts are under control. While the allowed limit is 200% indebtedness, we are currently at only about 23%. The financial health of the State is well balanced, complying with all constitutional precepts, both in spending on health and education, as well as on personnel. The State maintains a consistent fiscal balance, controlling revenues and expenses responsibly,” assured Lourival Barbalho, Deputy Secretary of the Treasury, from Sefa.
Own revenue reached R$ 25.530 billion during this period, a growth of 118% between 2019 and 2025, and represented 65% of total current revenues. The State collected R$ 16.061 billion in ICMS in the second quadrimester, representing 75% of tax revenues. “The State General Budget forecasts ICMS collection of R$ 24.505 billion, meaning we have 65.54% realized,” added the deputy secretary.
From January to August, paid investments totaled R$ 3.746 billion, including outstanding payments, which represents 13.07% of the Net Current Revenue (RCL). Primary revenue reached R$ 29.114 billion in eight months, and primary expenditure was R$ 27.934 billion, with a primary result of R$ 1.180 billion. The Consolidated Debt (DC) stood at R$ 10.241 billion (23.91% in relation to RCL), and the Consolidated Net Debt (DCL) was R$ 1.207 billion (2.82% in relation to RCL).
The accountability aims to ensure transparency in the management of public resources and enable parliamentarians and society to clearly monitor the fiscal situation of Pará.

Works and services - In the 2nd quadrimester of 2025, among the infrastructure works and public services delivered by the State, are the Peace Factories of Castanhal, Abaetetuba, and Marabá; Cultural Station Marabá; the Maria Rondina Alves daycare in Redenção, Maria Herundina Valente Amorim in Almeirim, Profª Prisse Sousa Morais in Cumaru do Norte, and Bishop Dom José Luís Azcona Hermoso in Bagre; the Public Women's Hospital Senhora de Nazaré in Belém; the New Hemodynamics Center of the Public Regional Hospital of Castanhal; the Polyclinic in Marabá; the Reconstruction and expansion of spaces at the Gaspar Vianna Clinical Hospital in Belém; schools in Anapu, Barcarena, Bragança, Brasil Novo, Brejo Grande do Araguaia, Breu Branco, and Cachoeira do Arari; reconstruction of the Dr. Aldebaro Klautau and Dr. Aníbal Duarte schools in Belém; reconstruction of the Bilingual Integral Education School Mestra Idalina Rodrigues Pereira and the Center for Innovation and Sustainability of Basic Education (Ciseb) in Belém (Icoaraci district); New Civil Police Complex in Canaã dos Carajás, and restructuring of the Public Security River Group (GFlu), Belém, in addition to other infrastructure works, mobility, housing, and land regularization.

Fiscal responsibility - The institutional dialogue with Alepa strengthens governance and reaffirms the state management's commitment to balancing accounts and responsible planning.
The president of the Financial and Budgetary Oversight Commission (CFFO), state deputy Wenderson Azevedo Chamon (Chamonzinho), who presided over the session, positively evaluated the report presented. For him, the data demonstrates responsibility in the State's fiscal management and reinforces the importance of transparency in conducting public accounts.
“The presentation made today by Seplad and Sefa is important because it fulfills a requirement of the Fiscal Responsibility Law. The numbers presented highlight the consolidation and growth of the State's revenue and the fiscal balance of public accounts, in addition to showing that indebtedness remains at levels considered comfortable for the State. They also highlight compliance with fiscal targets and constitutional obligations that the State has been fulfilling. It is also worth noting the investments made, which have been fundamental in significantly improving the services provided to the population,” emphasized the parliamentarian.
The fiscal targets are presented every quadrimester, being one of the main accountability instruments of the state government. The hearing was attended by representatives from the involved secretariats and the Financial and Budgetary Oversight Commission of Alepa.
