Government of Pará consolidates social transformation policy by expanding the number of Usinas da Paz
So far this year, eight UsiPaz have been delivered, providing 254 thousand services.
The year 2025 is marked by significant advances in inclusion and citizenship policies promoted by the Government of Pará, through the Usinas da Paz. By August, eight more units of the largest citizenship complex in Latin America were delivered in different regions of the State, consolidating the program as a reference in services, assistance, and social transformation.

The new UsiPaz were delivered in the municipalities of Benevides and Castanhal, in the Metropolitan Region of Belém; Capanema and Bragança, in the Integration Region (RI) Rio Caeté; Abaetetuba and Moju, in the RI Tocantins; Tucuruí, in the Tucuruí Lake Region, and Marabá, in the RI Carajás, covering the northeastern and southeastern regions of Pará.
Data from the State Secretariat for Citizenship Articulation (Seac) indicate that the units delivered this year have already ensured more than 254 thousand services to the population.

For the head of Seac, Elieth Braga, the balance is a source of pride. “The Usinas da Paz are transforming realities. In 2025, we managed to advance significantly with the delivery of eight new units, which today already offer concrete opportunities for thousands of families. It is the State reaching where it needs to be the most: close to the population,” highlighted the secretary.
For the benefited communities, the positive changes generated by the new UsiPaz are noticeable. “Here, in this area, it used to be an abandoned little field. Now, we have this beautiful Usina da Paz, where I can bring my children and take courses. For us, residents, it is a great pride,” says Gilvana Tavares, a visitor to the Usina da Paz in Moju, delivered to the population in August.

Mary Jachs Moura, a resident of Capanema, assures that the arrival of the Usina da Paz to the municipality in June facilitated the population's access to medical consultations and document issuance. “I have already used several services since the Usina da Paz was inaugurated. I am enjoying it very much. The structure is wonderful. It is something that has helped the population a lot, both in Capanema and in the region, as we know people who live in other cities and are coming to use the services,” adds Mary.
Quality of life - The Usinas da Paz are citizenship complexes implemented by the Government of Pará with the aim of promoting social inclusion, reducing violence, and improving the quality of life of the population in vulnerable areas. The project is part of the Territories for Peace Program (TerPaz) and, since 2021, when the first UsiPaz was delivered, it has already ensured more than 10.4 million services.

Each complex offers more than 70 integrated services in the areas of health, citizenship, professional training, education, sports, culture, and leisure, aiming to bring the State closer to the population and ensure development and growth opportunities for thousands of families.
Citizenship and culture - The facilities have modern and functional structures, with buildings and rooms equipped for health services, document issuance, and social assistance, as well as spaces such as libraries, study rooms, computer rooms, gastronomy rooms, dance and music rooms, and auditoriums.
The complexes also feature theaters, event squares, workshops, swimming pools, gardens, multi-sport complexes, libraries, dance rooms, sand courts, pet areas, outdoor gyms, and playgrounds.
Combating violence - In the context of public safety, the Usinas contribute to significant reductions in the rates of Intentional Lethal Violent Crimes (CVLI) in the areas where they are located, with percentages reaching a 90% decrease, indicating effectiveness in promoting public safety and improving quality of life.

Currently, the Usinas are fully operational in Belém (Jurunas/Condor, Guamá, Terra Firme, Bengui, and Cabanagem) and in the municipalities of Ananindeua, Marituba, Benevides, Castanhal, Capanema, Bragança, Abaetetuba, Tucuruí, Marabá, Parauapebas, and Canaã dos Carajás.
Another 20 complexes are under construction in the municipalities of Altamira, Cametá, Paragominas, Santa Izabel do Pará, Redenção, Itaituba, Santarém, Viseu, Igarapé-Miri, Barcarena, Breves, Dom Eliseu, São Miguel do Guamá, Portel, Parauapebas (second Usina), Óbidos, Salinópolis, Tomé-Açu, São Félix do Xingu, and Belém (in the Icoaraci district).
