Government of Pará launches operation to issue new identity card to over 500 thousand fishermen
Task force coordinated by the Civil Police ensures free issuance of the National Identity Card (CIN) for access to the fishing insurance in 144 municipalities in Pará
The Government of Pará, through the Civil Police of the State, launched this Tuesday (16) the operation "Piracema", an unprecedented task force in Brazil aimed at the free issuance of the new National Identity Card (CIN) for female and male fishermen from Pará. The action aims to ensure that over 500 thousand fishing workers have access to the necessary document to apply for the fishing insurance, an essential benefit during the prohibition period of fishing activities.
The operation complies with Federal Decree No. 12,561/2025 and will continue until December 31, with simultaneous services in various municipalities. The State of Pará is the first in the country to launch a mobilization of this scale, reinforcing its commitment to citizenship, professional recognition, and social security for fishing workers.
During the launch, Governor Helder Barbalho highlighted the reach of the action and the commitment to the fishing community.
“Today we are launching a major operation to ensure that all female and male fishermen in the State of Pará can have their new National Identity Card issued. We will start this Saturday from the municipality of Soure, in Marajó, and Abaetetuba, in Baixo Tocantins. The issuance of the document is 100% free for the population, at no cost,” emphasized the governor.
The first services will take place this week, starting with the municipalities of Soure and Abaetetuba, with the expectation of issuing more than 40 thousand documents in both locations. The operation will have the structure of the Civil Police, with extended hours and service points at the Usinas da Paz and Estações Cidadania.
Service throughout the State
According to the Secretary of State for Public Security and Social Defense, Ualame Machado, the operation was designed to ensure coverage throughout the Pará territory.
“The actions will take place in 90 municipalities, serving fishermen from the 144 cities in the State. Some actions will be carried out at the Usinas da Paz with extended hours, to ensure agility and broad coverage of the operation,” he explained.
The action is coordinated by the Identification Directorate "Enéas Martins" (DIDEM/PCPA), and has 25 mobile kits that will travel through the 12 fishing regions, according to the calendar of the fishing prohibition period in each zone.
The general delegate of the PCPA, Raimundo Benassuly, reinforced the social nature of the measure. “In addition to ensuring safety, the Civil Police also fulfills the role of guaranteeing rights. The issuance of the CIN for fishermen is a citizenship action that allows access to the fishing insurance benefit,” he declared.
Among the main strategies of the "Piracema" operation are:
- Expansion of services at the Usinas da Paz and Estações Cidadania until the end of September;
- Awareness campaigns with exclusive slots for fishermen (40% of slots at Usinas da Paz and 20% at Estações Cidadania);
- Creation of 30 new CIN service points, with capacity for more than 40 thousand services per month;
- Weekly disclosure of the itinerant service calendar, in partnership with municipal secretariats of fishing and labor.

- Fisherwoman Marcela Miranda, from the fishermen's colony of Igarapé-Miri, reinforced the importance of the initiative:
- “We are immensely grateful for the realization of the task force because, without the document, which is mandatory, it is impossible to apply for the fishing insurance. It is through this benefit that we can support our families during the period when we are unable to exercise our profession,” she declared.
Documents required for the issuance of the CIN:
- Birth, marriage, or divorce certificate (original and copy);
- CPF;
- Proof of residence;
- Proof of profession as a fisherman;
- Active registration in the gov.br app (necessary for access to the digital version of the card).
