Government of Pará announces Post-Graduation in Human Rights for public servants
On National Human Rights Day, the State signs an agreement and strengthens the qualification of public servants who work in the execution of public policies in the area

The Government of Pará, through the State Secretariat for Racial Equality and Human Rights (Seirdh), signed, on the morning of this Tuesday, the 12th, the Letter of Intent for the implementation of the Post-Graduation Lato Sensu course in Human Rights and Public Policies in the Amazon, in partnership with the State School of Public Governance of Pará (EGPA).
The initiative advances the consolidation of a public policy for continuous training aimed at public servants and professionals who work in the promotion and defense of fundamental rights in Pará.

The signing of the inter-institutional commitment took place in the auditorium of Seirdh and brought together servants from the secretariat and representatives from EGPA. The ceremony was attended by Edilza Fontes, head of Seirdh; Vera Tavares, deputy secretary of Seirdh; Helvio Arruda, general director of EGPA; and Fabiano Sarges, interim director of the Professional Training Institute and Supervisor of EGPA.
The central objective of the partnership is to promote critical, interdisciplinary training aligned with the principles of Human Rights, enhancing the technical capacity of the state public service and strengthening democratic management.

According to Edilza Fontes, head of Seirdh, the course is a concrete response to the need to enhance the qualification of technical staff involved in the formulation and execution of public human rights policies. “The Post-Graduation in Human Rights and Public Policies in the Amazon represents a significant institutional advance. It is a strategic opportunity for public servants and social agents to be increasingly prepared, based on principles such as equality, social justice, and inclusion. This training is essential for public policies to reach those who need it most, with dignity and respect,” she emphasizes.
The course proposal also seeks to promote the appreciation of continuing education as a tool for transformation and strengthening democracy. The curriculum will be collaboratively constructed, respecting the theoretical frameworks of human rights and engaging with the challenges of the Amazonian and Pará reality.

The general director of EGPA, Helvio Arruda, emphasizes that the institution's mission is to encourage and promote the continuous training of public servants in the State. “For us, it is a great honor to be remembered to collaborate with this training here at the secretariat. We are happy considering all the work that has already been developed with other state secretariats. I have no doubt that this post-graduation course will also be filled with success. We are always available to all state agencies,” he states.
For Verena Arruda, director of Human Rights at Seirdh, the course will strengthen public service delivery. “All this qualification will reach the people served by public human rights policies in an even more effective way, through the technical and management knowledge acquired,” she comments.
Gabriela Ferreira, coordinator of monitoring and articulation of Human Rights at Seirdh, highlights the importance of public servants understanding more about Human Rights. “Human rights can be everything, from the right to life, to birth, to your right to be yourself, as in the case of LGBTQIA+ individuals, as in the case of the elderly who have the right to age. The course will unite not only the academic part, which is of utmost importance, but also our experience here as Seirdh. We will learn a bit about what it is like to live with social movements, what this struggle is,” she affirms.
The Post-Graduation will be offered later this year, with classes primarily aimed at public servants working in strategic areas of human rights, social inclusion, diversity, racial and gender equity. Registration and selection criteria will be announced soon through the official channels of Seirdh and EGPA.
With this initiative, the Government of Pará reaffirms its commitment to the institutionalization of human rights as a structuring axis of state public policies and to the appreciation of a management based on listening, dialogue, and social justice.
