Belém hosts the National Governors' Forum edition focusing on COP30

Meeting gathers heads of the Executive from the 26 states and the Federal District to discuss the Brazilian climate agenda; press accreditation is open

The city of Belém will host the XVII Meeting of the National Governors' Forum on August 13, at 10 am. The meeting will bring together leaders from the 26 Brazilian states and the Federal District to discuss preparations for the 30th Conference of the Parties (COP30) of the United Nations Framework Convention on Climate Change (UNFCCC), which will take place in the capital of Pará from November 10 to 21, 2025.

With less than 100 days until the global event, the meeting represents another strategic step towards building a unified federal position on the Brazilian climate agenda. The program includes the presentation of state contributions to the central axes of COP30 — such as decarbonization, climate financing, environmental justice, and energy transition — and will feature the participation of Ambassador André Corrêa do Lago, president of the National COP30 Commission and chief negotiator for Brazil at climate conferences.

Host of COP30 and governor of Pará, Helder Barbalho emphasized that the moment requires political leadership and unity among federal entities so that Brazil arrives at the conference with concrete proposals, aligned with the challenges of the Amazon and the world's gaze upon the country.

“COP30 is a historic opportunity for Brazil and, especially, for the Amazon. Belém will be the spokesperson for a country that wants to grow with climate responsibility and social justice. Bringing the governors here, at the Parque da Cidade, less than 100 days before the conference, reinforces the federal commitment to an agenda that is not only environmental but also developmental. Brazil needs to speak to the world with one voice. And that voice arises from the unity of our states,” pointed out the state manager.

Coordinator of the Forum and governor of the Federal District, Ibaneis Rocha highlighted the importance of the meeting as an opportunity for federal cooperation around the most urgent issues of the present time.

“It will be a special edition of the Forum, of extreme importance for the moment we are living, marked by climate change, preservation of the Amazon, energy transition, and the review of the Paris Agreement. Each governor will be able to share the actions they have been developing in their state — and the Federal District will be no different,” said the local Executive head.

The meeting will be held at Parque da Cidade, a space undergoing extensive requalification and will serve as the main venue for COP30. The location will concentrate the most strategic zones of the conference: the Blue Zone, focused on official negotiations and diplomatic meetings; and the Green Zone, which will host debates with civil society, cultural manifestations, initiatives in science, innovation, and sustainable entrepreneurship.

About the Forum
The National Governors' Forum is a permanent body for articulation among the heads of the Executive from the 26 states and the Federal District. Since its creation, it has become a strategic space to discuss issues of common interest and build joint solutions to the country's major challenges.

In addition to promoting alignment of positions on issues such as public safety, health, education, fiscal balance, and the environment, the Forum also acts as a direct channel of communication with the Federal Government. The agendas are defined in advance by consensus, and governors take on reports according to their affinity with each topic.
