Security Forces of Pará integrate National Operation 'Shamar' this Friday (1st)

Initiative to combat domestic violence against women and femicide develops awareness, prevention, and repression actions

In the month of awareness and combat against violence against women, 'August Lilac', Pará, through the State Public Security System, integrates the national operation "Shamar", conceived by the Ministry of Justice and Public Security. The goal is to strengthen preventive, ostensive, and repressive actions in combating domestic and family violence against women, and especially, cases of femicide.

In Pará, the actions are coordinated by the Secretary of Public Security and Social Defense (Segup), in conjunction with the State Security and Social Defense System, from this Friday (1st) to September 4, 2025.

The head of the Secretary of Public Security and Social Defense (Segup), Ualame Machado, highlights the educational and preventive actions, such as the reinforcement of service channels and the support that women can receive.

“We reinforce the importance of preventive actions and the care that women need to have not only in August but in all months of the year, with the guarantee of their rights, freedom, and especially their integrity. Therefore, we are again alongside the Federal Government and other States, committed to the actions of the operation "Shamar" so that we can really, not only in the Metropolitan Region of Belém but in the cities where we identified the highest number of occurrences, provide a response and reduce the indicators of crimes against women,” said the secretary.

Ualame Machado added: "We have always had as a premise to guarantee women's rights and their protection, and we continue to work towards that every day. Therefore, over the past few years, we have worked in an integrated manner to expand reporting channels and encourage them, in addition to launching programs specifically for women's assistance, such as Pró-Mulher Pará, as well as the implementation of new specialized police stations, so that they have qualified and humanized assistance, if necessary,” said the head of Segup.

Municipalities in Pará will receive prevention and repression actions where there is a need for assistance to women victims of domestic and family violence, and some cities will also receive reinforcement of specialized personnel, such as Marabá, Breu Branco, Cametá, São Miguel do Guamá, Muaná, Marapanim, Mãe do Rio, Abaetetuba, and Capanema, during the operation period.

For the Director of Public Security Policies and Social Prevention of Segup, Delegate Ariane Santos, Operation Shamar in Pará is essential. "The actions developed aim to protect victims and promote cultural transformations that combat the roots of this structural problem in our society."

"As we have seen in the news and social media recently, a regrettable episode that occurred in Rio Grande do Norte, where a victim was hit more than 60 times. So, these practices show us that even though we are doing many campaigns, many preventive and repressive works, unfortunately, violence is still there. Often in a totally unbelievable way, in such a cruel manner that we can even doubt that it could exist. Therefore, the main objective of the current plan is to offer guidance for the development of preventive, educational, ostensive, and repressive measures by the participating agencies, with the aim of increasingly combating domestic and family violence against women and femicide in Pará,” emphasized the delegate.

Actions of the Operation

The actions aimed at Operation "Shamar" will ensure priority in attending urgent and emergency situations. Also, the enforcement of arrest warrants for aggressors of women, ensuring their accountability for the crimes committed. The measure includes preventive patrolling in areas with a history of occurrences identified by emergency services.

During the month, training will also be offered for public security and assistance network personnel, through lectures and training, to qualify the approach in cases of violence against women. The goal is also to broaden the discussion on topics such as gender and human rights, in addition to teaching techniques such as active listening, empathy, respect, and understanding the particularities of this type of crime.

Services: Currently, the State has measures against the practice of crimes against women, such as operations developed annually in partnership with the Federal Government, such as the ongoing "Shamar"; the "SOS Maria da Penha" application developed by the Military Police, along with the Maria da Penha Patrol that monitors and assists women with protective measures.

The State also has the Pró-Mulher Pará Program, launched by the State Government, through the Secretary of Public Security and Social Defense of Pará (Segup), which operates based on reports made through the public security emergency channel, 190, from the Integrated Operations Center (Ciop), of Segup. The Program includes the pink vehicle, with a qualified team, which is directed to the location indicated by the victim or a neighbor or family member who witnesses the violence. The measure aims for agile, humanized assistance and increasingly reducing all forms of violence against women in Pará.

Pará also has the "Alerta Pará Mulher" System that serves women in the Metropolitan Region of Belém with protective measures registered in "SOS Maria da Penha". The use of the system occurs when the woman activates the application, the call is immediately directed to an attendant at CIOp, speeding up the service, including indicating the victim's location for sending the nearest vehicle.

Assistance in some Specialized Police Stations has been expanded to 24 hours, in addition to the implementation of a new "Lilac Room" in Salinópolis and the creation of the Specialized Police Station for Femicide and Other Violent Deaths against Gender (Defem).

Report - The report can be made through the Virtual Police Station, which has a specific button for this type of violence, or by activating the security system channels such as 190 from CIOP, or the Disque Denúncia, either by conventional call, calling 181, or speaking with IARA (Rapid and Anonymous Artificial Intelligence) on WhatsApp 91 98115-9181. WhatsApp allows sending images, location, and audio, in addition to the chatbot and form present on the Segup website. All channels offer confidentiality and anonymity. And also, seek the nearest police station or one specialized in women's assistance.
