In 2025, Seap sets a new record in the number of registrations for Encceja PPL

In total, there were more than 7,600 inmates registered, a growth of 21% compared to 2024

Once again, the State Secretariat of Penitentiary Administration (Seap) exceeded expectations and recorded a considerable increase in the number of inmates registered for the National Examination for Certification of Competencies for Youth and Adults (Encceja PPL) 2025. The initiative reflects the investments made by the Government of Pará in social reintegration through education.

Patrícia Sales Cardoso, Coordinator of Prison Education at the Social Reintegration Directorate of Seap, attributes the record to the effort and growth of the work developed by the secretariat in bringing education to all people deprived of liberty. “Today, the entire team working in education aims to guide the PPLs on the importance of education,” she emphasized.

Patrícia Sales also emphasizes that the Social Reintegration Directorate promotes a task force to “reach mainly those who are not enrolled in formal education (EJA).” The coordinator adds that “the new challenges are to expand our preparatory courses for Encceja and ENEM, so that they are able to meet the goals.”

Growth

In 2024, 3,433 inmates took the tests, with 1,961 being eligible to receive certification: an approval rate of over 55%. Since its creation in 2019, Seap has recorded an increase of over 870% in the annual growth rate. Located in the Metropolitan Region of Belém, the Custody and Reintegration Unit Marituba I (UCR Marituba I) achieved 1st place among Pará's penal institutions by approving 286 inmates.

Recognition

The excellent performance of Seap has led to more investments from the National Secretariat of Penal Policies (Senappen), especially the acquisition of equipment to enhance educational services in the classrooms of Pará's penitentiary units. For 2025, the goal is to expand partnerships in preparing inmates who will participate in Encceja 2025 and ENEM PPL, developing work with the Federal University of Pará (UFPA) and the State University of Pará (UEPA).

Service - Conducted by the National Institute of Educational Studies and Research Anísio Teixeira (INEP), Encceja PPL is held for young people and adults deprived of liberty who did not complete elementary or high school in the appropriate time. Participants can consult the document in the Encceja System. The application for elementary and high school will take place on August 3, in all states and the Federal District.

The tests will be administered in the morning and afternoon shifts. In the first shift, the gates open at 8:00 AM and close at 8:45 AM. The tests start at 9:00 AM and end at 1:00 PM. In the second shift, the gates will open at 2:30 PM and close at 3:15 PM. The afternoon application starts at 3:30 PM and goes until 8:30 PM. Participants entitled to additional time will have 60 more minutes, after the scheduled end times for the tests, to complete the exam. The application will follow Brasília time.

The Confirmation Card for Registration for the National Examination for Certification of Competencies for Youth and Adults (Encceja) 2025 is available. It contains the registration number, date, time, and location of the test. Additionally, it provides guidelines for taking the exam and informs whether the participant should be addressed by their social name or if they need specialized assistance, provided that the request has been made and approved. Although it is not mandatory, INEP recommends that participants bring the card on the day of the test.
