Pará stands out nationally in CNJ award by consolidating leadership in land regularization

Strategic action by the Government of Pará ensures awards in three categories at the 'Safe Soil Award', reinforcing the commitment to land regularization, social justice, and sustainable development

The State of Pará consolidates its position as a national leader in land regularization by having projects selected in three categories at the "Safe Soil Award", an initiative of the National Justice Council (CNJ). The Land Institute of Pará (Iterpa) executes the three strategic projects that promote land policy, with an emphasis on social inclusion, sustainable development, and territorial justice.

The national award aims to recognize innovative actions, projects, and programs that contribute to the improvement of urban and rural land regularization throughout the country, and will be presented in August during the National Week of Land Regularization Safe Soil – Legal Amazon, in Brasília (DF).

State has already delivered more than 43 thousand property titles to the population

The event will feature the presence of the president of the CNJ, Minister Luís Roberto Barroso, who also presides over the Federal Supreme Court (STF), and the national justice inspector, Minister Mauro Campbell Marques, who will conduct the ceremony, along with other authorities from the Executive, Legislative, and Judiciary branches.

“Putting Pará at this level shows that it is possible to unite technology, governance, and social responsibility to promote land justice. It is an advancement that directly contributes to the sustainable development of the Amazon,” emphasizes the president of Iterpa, Bruno Kono.

The CNJ received 143 project registrations from all over Brazil, and only 27 were selected. Pará won in the categories of Land Governance and Informational Management, Rural Land Regularization, and Urban Land Regularization.

Advancements - Since 2019, the Government of Pará has been rewriting the land history of Pará. More than 43 thousand property titles have already been delivered, a number that symbolizes not only technical progress but also the direct impact on the lives of thousands of families. With an average of 1,000 titles issued per month, the State ensures dignity, legal security, and expanded access to public policies.

For civil engineer Silvia Cristina Gonçalves, a resident of Bragança in northeastern Pará, receiving the definitive land title was a reason for great joy. She, who was awarded the document, says she was “very happy when I found out. Now, I will truly have my little corner. My heart was very joyful.”

In Pará, this advancement was made possible by the creation of the Integrated System of Land Registration and Regularization (Sicarf), a technological platform created with state support to integrate data, streamline processes, and expand the reach of land policy. The model has become a reference and is already being replicated in other states of the Legal Amazon and the Northeast of Brazil.

In addition to ensuring dignified housing, more sustainable production, credit, and growth opportunities for thousands of families, Sicarf is crucial for preserving sensitive environmental areas, recognizing traditional territories, and promoting more sustainable and organized cities.

Technical criteria - The registered projects were evaluated by the Judging Committee, composed of 15 professionals from various areas related to the three axes of the Award (CNJ Ordinance No. 36/2025), following the technical criteria established by Provision No. 145 and Ordinance No. 4/2025: Territorial and/or Social Impact; Efficiency and Speed; Innovation and Creativity; Progress in the Georeferencing of Urban and Rural Areas; Articulation with Agencies and Entities Responsible for Urban and Rural Land Regularization, and Replicability.
