The Advanced Post of the 2nd Notary Office, exclusive for birth certificates, makes life easier for parents and guardians seeking to save time and money

In the building of the Santa Casa Foundation of Pará, which houses one of the largest maternity hospitals in the country, the advanced post of the civil registry of the 2nd office Guedes de Oliveira also operates, which, in its 24 years within the institution, has already issued thousands of birth certificates.
For 15 years leading the birth registrations, the registry employee Rita Ribeiro has already produced thousands of certificates, and there is always a story for each name registered. From January to June of this year 2025, 2,430 certificates were issued. Among the five most registered names, in order of preference, for girls are: Maria, Maitê, Helena, Vitória, and Aurora; among boys are: Miguel, Ravi, Gabriel, José, and João.

“It also happens that parents arrive here without any idea of what name to give the baby or wanting to invent a name. But when the suggested name could cause embarrassment for the child in the future, I always advise parents that the name will accompany the person for their entire life, and they understand and choose appropriate names,” informs Rita Ribeiro.
Rita also emphasizes that a child's birth certificate in Brazil represents the official act for exercising their citizenship. “The operation of the Advanced Post of the 2nd Notary Office at the Santa Casa Foundation makes life easier for parents and guardians who seek to save time and money. The first registration has no cost. It is very important to have a registry office here because parents are already inside, so they just need to go down, register, and leave without worry. Here, the post is exclusive for birth certificates. It is quick and practical, and the certificate already comes with the CPF.”

For Dilene Costa, a social worker at the Santa Casa Foundation, it is important for society as a whole to understand that the birth certificate is the first document with legal validity for a person. “It is through the birth certificate that the child gains a name, surname, nationality, parentage, and also access to their rights through public policies in the areas of health, education, justice, social assistance, among other benefits.”
“It is important to emphasize that the issuance of the first copy of the birth certificate is completely free, guaranteed by Federal Law number 9,534 of 1997. A person must have their birth certificate, as it is the guarantee of their visibility. After all, what is advocated is that a person in our Brazilian society lives an active citizenship,” highlights Dilene.
The social worker also stated that the issuance of the birth certificate is an extremely necessary act that contributes to reducing the rates of under-registration throughout the country. “So, having a birth certificate is a right of every Brazilian, which is why the issuance of the birth certificate is important, in maternity hospitals and through registry offices, it is necessary to register our children throughout Brazilian territory,” reinforces Dilene Costa.

Symbolism - Full of meanings, many of the names chosen for the children born at Santa Casa reveal stories of love and overcoming, as told by psychologist Josiane Rodrigues, who works in the pediatrics department of the hospital.
“Choosing a baby's name is often a complex and unique journey. It is a symbolic choice permeated with feelings, experiences, and projections. Bringing it to our work reality with our audience at Santa Casa, which is the reference in the State for high-risk pregnancies, we have a significant number of the name Vitória being chosen, which is always described as a representation of a way to celebrate Life,”
Other names, like those at the top of the most chosen list, may be related to trends, traditions, or even as a form of tribute.
“Some parents research the meaning, as is usually the case with names like Ravi, which means the Sun or God of the Sun. Others express the strong religious influence of our State, such as Maria, which also converges to names already existing in important family figures, as a way to pay homage.”

Service - The Advanced Post of the 2nd Notary Office has been installed at the Santa Casa Foundation of Pará since May 30, 2001, and currently performs an average of over 400 birth registrations per month. Of this universe of certificates, 98% are for children born at Santa Casa.
To obtain the child's certificate, which is free, married parents need to present a copy and original of their Identity Card and Marriage Certificate, in addition to the CPF number and the postal code of their residence. Unmarried parents must present the original and a copy of their ID (Identity), CPF, and proof of residence.
The Registry Office operates from Monday to Friday, from 9 AM to 12 PM, and from 2 PM to 4 PM.
